This study applies the Analytic Hierarchy Process (AHP) to identify the relative priorities of key considerations in building a disaster safety knowledge platform. Based on a review of prior studies, the evaluation criteria were structured into a hierarchical framework. The first level consists of three main categories: strengthening data quality management, user-centered design and service provision, and the adoption of intelligent technologies. A total of nine sub-criteria were derived under these categories. Expert surveys were conducted to evaluate the relative importance of each element. The results indicate that the “standardization of disaster safety data formats” was ranked as the most critical factor, followed by “user-friendly UI/UX design” and “real-time data collection and automated analysis systems.” These findings suggest that ensuring data consistency, enhancing user accessibility, and enabling real-time responsiveness are essential in the effective implementation of disaster safety platforms. This study provides foundational insights for establishing strategic priorities in the design and development of such platforms.

본 연구는 재난안전 지식정보 플랫폼 구축 시 핵심 고려사항의 상대적 중요도를 도출하기 위해 AHP(Analytic Hierarchy Process) 기법을 활용하여 우선순위를 도출하였다. 선행연구 분석을 통해 주요 고려 요소를 계층적으로 구조화하였으며, 1계층에는 ‘데이터 품질 관리 강화’, ‘사용자 중심의 설계 및 서비스 제공’, ‘지능형 기술 도입’의 세 가지 항목을 설정하였다. 각 항목별로 총 9개의 하위 요소를 도출하고, 전문가 설문을 바탕으로 중요도 분석을 실시하였다. 분석 결과, 전체 항목 중 ‘재난안전 관련 데이터 형식의 표준화’가 가장 높은 우선순위를 차지하였으며, 그 뒤를 이어 ‘사용자 친화적 UI/UX 설계’, ‘실시간 데이터 수집 및 자동 분석 시스템 구축’이 높은 평가를 받았다. 이러한 결과는 재난안전 플랫폼 구축 과정에서 데이터 구조의 정합성 확보, 사용자 접근성 강화, 실시간 대응 역량 제고가 핵심적 으로 고려되어야 함을 시사한다. 본 연구는 재난안전 지식정보 플랫폼 설계에 있어 전략적 우선순위 설정을 위한 기초자료로 활용될 수 있을 것이다.
