This study analyzes the effects of government support on product and process innovation in service-sector small and medium-sized enterprises (SMEs), distinguishing between consumer and producer service industries and Using data from the 2023 Korean Innovation Survey: Services, 841 consumer service SMEs and 1,622 producer service SMEs are examined. The findings show that the effect of government support varies by industry and innovation type. Financial support positively affects both product and process innovation in consumer service industries, while public procurement support and human resource support respectively enhance product and process innovation in producer service industries. In contrast, tax support consistently exhibits a negative effect across industries and innovation outcomes. These results suggest that innovation policies for service-sector SMEs should be tailored to industry-specific characteristics rather than applying manufacturing-oriented R&D frameworks.

본 연구는 정부 지원이 서비스 중소기업의 상품혁신과 공정혁신을 포함한 혁신성과에 미치는 영향을 소비자 서비스업과 생산자 서비스업으로 구분하여 실증 분석하였다. 과학기술정책연구원의 ｢2023년 한국기업혁신조사: 서비스업｣자료를 활용하여 소비자 서비스업(도소매, 숙박·음식점, 예술·스포츠·여가, 수리 및 기타 개인 서비스 업) 841개 기업과 생산자 서비스업(정보통신, 금융·보험, 부동산, 전문·과학·기술서비스, 사업시설관리·사업지원·임대 서비스) 1,622개 기업을 분석대상으로 활용하였다. 분석 결과, 정부 지원의 효과는 산업 및 혁신 유형에 따라 차이를 보였다. 소비자 서비스업에서는 금융지원이 상품혁신과 공정혁신에 유의한 양(+)의 영향을 보였으며, 생산 자 서비스업에서는 구매지원이 상품혁신에, 인력지원이 공정혁신에 각각 유의한 양(+)의 영향을 보였다. 반면, 조 세지원은 산업 및 혁신 유형 모두에서 음(-)의 영향을 보였다. 이러한 결과는 서비스 중소기업의 혁신 정책이 서비스업의 특성과 유형에 부합하는 맞춤형 정책 설계가 필요함을 시사한다. 특히, 소비자 서비스업에서는 자율적인 활용도가 높은 금융지원 중심의 패키지를 추진해야 하며, 생산자 서비스업에서는 공공 구매 연계 및 전문인력 지 원 중심의 지원 강화가 요구된다. 또한 조세 및 보조금 지원이 혁신을 유인하도록 재설계가 필요하다.
