North Korea has recently outlined a defense enhancement strategy centered on developing tactical nuclear weapons and diversifying delivery systems. Notably, the unveiling of sea-based strategic weapons such as SLBMs, strategic cruise missiles, and nuclear-armed unmanned underwater attack vehicles suggests the North Korean Navy is transitioning from a coastal defense-focused force to a ‘strategic strike force’. This study analyzes these developments from a ‘strategic imbalance’ perspective, inferring operational functions and military capabilities based on required technologies to derive the North Korean Navy's strategic intent. Analysis concludes that North Korea's core objectives are: ensuring regime survival through securing a second-strike capability; neutralizing the South Korea-U.S. missile defense system and implementing an anti-access/area denial(A2/AD) strategy at sea. As countermeasures for the ROK Navy, this study proposes establishing an ‘Underwater Kill Chain’ based on a MuM-T(Manned-Unmanned Teaming), strengthening a maritime-based multi-layered missile defense network, and enhancing port defense and KMPR capabilities. This research holds significance not only for logically analyzing and evaluating the strategic intent behind the North Korean Navy's strategic weapon development and the resulting threats but also for proposing practical military countermeasures.

북한은 최근 전술핵무기 개발과 투발 수단 다변화를 핵심으로 하는 국방력 강화 노선을 제시하였다. 특히 SLBM, 전략순항미사일, 핵무인수중공격정 등 해양 기반 전략무기의 공개는 북한 해군이 연안 방어 중심 전력에 서 ‘전략적 타격군’으로 전환하고 있음을 시사한다. 본 연구는 이를 ‘전략적 불균형’ 관점에서 분석하고, 필요 기술 에 따른 작전적 기능과 군사적 능력을 추론하여 북한 해군의 전략적 의도를 도출하였다. 분석 결과, 북한의 핵심 의도는 제2격 능력 확보를 통한 정권 생존 보장, 한·미 미사일 방어체계(KAMD) 무력화, 그리고 반접근/지역거부 (A2/AD) 전략의 해상 구현에 있는 것으로 평가된다. 이에 대한 한국 해군의 대응방향으로 유·무인 복합체계 기반 ‘수중 킬체인’ 구축, 해상 기반 다층 미사일 방어망 강화, 항만 방호 및 대량응징보복 능력 확충을 제시한다. 본 연 구는 북한 해군의 전략무기 개발에 담긴 전략적 의도와 그에 따른 위협을 논리적으로 분석 및 평가함은 물론 실 질적 군사 대응개념을 제안했다는 점에서 의의를 가진다.
