In this essay, I examine the sociopolitical landscape of 1990s Japan through the lens of ‘NERV’ in the 1995 anime series Neon Genesis Evangelion. Instead of interpreting the series as a postmodern shift from grand to personal narratives, this study demonstrates how NERV embodies the ‘state of emergency’ and the underlying fractures within postwar democracy of Japan. In a world where the conventional military of the UN has collapsed, NERV operates as an extralegal entity. Based on a latent ‘possibility of war’, NERV echoes the societal anxieties fueled by the Kobe earthquake and the Aum Shinrikyō attacks. Departing from the traditional ‘research institute’ model that is typical of earlier robot anime, I explicitly integrate science with military power to reflect the new international order and hegemonic shifts following the Gulf War. In the conflict between the pursuit of human unification of SEELE and the personal ambitions of Gendō Ikari, we note a symbolic representation of the erosion of contemporary politics that is trapped between grand narratives and private desires. By centering the analysis on NERV, this essay transcends conventional character-driven interpretations and illuminates the thematic significance of NERV within its specific historical context.
