Authoritarian regimes rely heavily on information control as a mechanism of political survival. North Korea represents one of the most restrictive information environments in the contemporary international system, combining legal prohibition, technological surveillance, and social monitoring to regulate people’s access to information. While existing research has emphasized coercive repression and censorship technologies, such approaches often fail to explain the institutional durability of information control in the face of economic transformation and expanding informal markets. This study examines North Korea’s information governance through institutional economics and comparative authoritarian theory. It argues that information control operates as a dynamic institutional equilibrium sustained through bureaucratic incentives, enforcement cost calculations, and selective tolerance of illicit information networks. The study introduces the concept of managed leakage, suggesting that North Korean authorities permit limited circulation of foreign entertainment media while maintaining strict control over politically sensitive information. By analyzing institutional adaptation in authoritarian information governance, this research contributes to broader scholarship on authoritarian resilience and information regulation in closed states.

권위주의 정권은 정치적 생존의 메커니즘으로서 정보 통제에 크게 의존한다. 북한은 현대 국제체제에서 가장 제한적인 정보 환경을 대표하는 국가로서 주민들의 정보 접근 을 통제하기 위해 법적 금지, 기술적 감시, 사회적 감찰을 결합하고 있다. 기존 연구는 강압적 억압과 검열 기술을 강조해 왔으나 이러한 접근은 경제적 변화와 비공식 시장의 확대 속에서도 정보 통제와 체제 유지가 어떻게 지속되는지를 충분히 설명하지 못하는 경우가 많다. 본 연구는 제도경제학과 비교 권위주의 이론의 관점에서 북한의 정보 통제 체제를 분석한다. 본 연구는 정보 통제가 관료적 유인, 집행 비용 계산, 그리고 불법 정보에 대한 선택적 관용을 통해 유지되는 동태적 제도 균형으로 작동한다고 주장한다. 또한 본 연구는 정보의 ‘관리된 누출(managed leakage)’ 개념을 제시하며, 북한 당국이 정치 적으로 민감한 정보에 대해서는 엄격한 통제를 유지하면서도 해외 오락 콘텐츠의 제한 적 유통은 허용하고 있음을 논증한다. 권위주의적 정보 통제 거버넌스에서의 제도적 적응을 분석함으로써, 본 연구는 폐쇄국가에서의 권위주의 회복력과 정보 규제에 대한 보다 광범위한 학문적 논의에 기여한다.
