Recent advancements in artificial intelligence(AI)-based policing technologies have brought not only improvements in technical efficiency but also growing concerns regarding the protection of citizens’ fundamental rights. AI policing systems, in particular, raise controversies related to algorithmic bias, privacy invasion, and the potential for excessive surveillance. As a result, it has become increasingly clear that technological sophistication alone is insufficient to ensure public acceptance. Against this backdrop, the current study empirically examines how citizens’ perceptions of procedural justice influence their concerns about privacy invasion, specifically through the mediating role of perceived legitimacy regarding the police use of AI technologies. Using survey data collected from 566 citizens, the study conducted regression and mediation analyses. The results indicated that procedural justice significantly enhances perceptions of legitimacy concerning the police use of AI-based policing systems. Furthermore, legitimacy was found to fully mediate the relationship between procedural justice and concerns about privacy invasion. In other words, higher perceptions of procedural justice lead citizens to view the police use of AI as more legitimate, and this heightened legitimacy subsequently reduces their concerns regarding potential privacy violations. Finally, the study discusses the theoretical and practical implications of these findings and offers suggestions for future research.

최근 인공지능(AI) 기반 치안기술이 빠르게 확산되면서 기술적 효율성과 더불어 시민의 기본권 보호에 대한 우려가 중요한 사회적 쟁점으로 부상하고 있다. 특히 AI 치안시스템은 편향성, 개인정보 침해, 과도한 감시 가능성 등과 관련된 논란을 수반하고 있으며, 기술적 완성도만으로는 시민의 수용성이 보장되지 않는다는 문제가 제기된다. 이에 본 연구는 AI 기반 치안시스템 도입이 가속화되는 상황에서, 시민의 절차적 공정성 인식이 경찰의 AI 활용 정당성 인식을 통해 개인정보 침해 우려에 어떠한 영향을 미치는지를 실증적 으로 분석하고자 하였다. 이를 위해 일반 시민 566명의 설문자료를 활용하여 회귀분석 및 매개효과 분석을 수행하였다. 분석결과, 절차적 공정성은 경찰의 AI 치안시스템 활용에 대한 정당성을 높이는 것으로 나타났다. 이러한 정당성은 절차적 공정성과 개인정보 침해에 대한 우려 관계에서 완전매개 역할을 하는 것으로 나타났다. 즉, 절차적 공정성 인식이 높을수록 경찰의 AI활용을 정당하게 평가하게 되고, 이러한 정당성 인식이 다시 시민들의 개인정보 침해에 대한 우려를 완화시키는 것으로 나타났다. 마지막으로, 본 연구결과가 갖는 함의 및 시사점과 후속연구에 대한 제언 등을 논하였다.
