This study investigates the intersectional discrimination experienced by foreign and immigrant-background graduate students in Jinju, Gyeongsangnam-do, highlighting how conservative regional culture and the structural limits of internationalization at regional national universities shape their academic lives. The analysis shows that students’ difficulties arise not from individual linguistic limitations but from systemic barriers, including Korean-dominant instruction, exclusion from informal information networks, regional stereotypes, and unequal professor–student power relations. A case in which a professor told a student, “Your presence is a burden to everyone,” illustrates the persistence of institutionalized discrimination in local universities. The study identifies three interlocking mechanisms: the in-group, conservative regional culture that marginalizes foreign students; internationalization policies focused on quantitative indicators rather than qualitative support; and ineffective reporting systems that allow discriminatory practices to remain hidden. These structural dynamics negatively affect students’ academic participation, researcher identity, and psychological safety. The study calls for culturally responsive teaching, multilingual support structures, effective reporting mechanisms, and university– community collaboration to build inclusive models of internationalization. It offers a framework for qualitatively rethinking internationalization in regional universities and broadens the theoretical scope of structural discrimination research through the lens of Jinju’s regional context.

본 연구는 경상남도 진주시의 보수적·가부장적 지역문화와 지방거점 국립대학 국제화의 구조적 한계 속에서 외국인·이주배경 대학원생이 경험하는 교차적 차별의 양상을 탐색하였 다. 연구는 국적–언어–지역성이 상호작용하며 만들어내는 구조적 배제에 주목하였다. 분석 결과, 외국인 대학원생이 겪는 어려움은 개인의 언어 능력 부족이 아니라, 한국어 중심 수 업 운영, 비공식 정보 네트워크에서의 배제, 지역적 고정관념과 편견, 교수–학생 간 권력 비대칭 등이 중첩된 구조적 문제로 드러났다. 특히 상담 과정에서 교수로부터 “너 때문에 모두에게 민폐가 된다”는 발언을 들은 사례는, 지역대학에서 반복적으로 재생산되는 제도화 된 차별의 극단적 표현으로 해석된다. 논의에서는 세 가지 구조적 메커니즘이 확인되었다. 진주 지역의 보수적·내집단 중심 문화가 외국인 대학원생을 지속적으로 주변화한다. 지방대 국제화는 양적 지표 중심에 머물러 언어 지원·학업 지원·정서적 안전망 같은 질적 기반이 미비하다. 차별적 언행은 제도적 통제나 신고 체계가 실효성 없이 운영되는 가운데 쉽게 은폐·방치된다. 이러한 지역성–제도구조–언어 이데올로기의 상호작용은 외국인 대학원생의 학업 참여, 연구자 정체성, 심리적 안전에 장기적 부정적 영향을 미치는 것으로 나타났다. 본 연구는 외국인 대학원생의 문제를 ‘개인의 한계’로 환원하는 기존 접근을 비판하며, 대 학과 지역사회가 교차적 차별을 재구조화해야 함을 제안한다. 특히 문화응답적 교수역량, 다언어 기반 지원 제도, 실효적 차별 신고 체계, 지역–대학 협력 기반의 포용적 국제화 모 델 구축이 필요하다고 제시한다. 이는 지방거점 국립대 국제화 정책의 질적 전환 방향을 제시하며, 진주라는 특수한 지역성을 통해 구조적 차별 연구의 이론적 범위를 확장한다.
