This study examines the operations and on-site perceptions of family centers located in Ulsan from the perspectives of users, staff, and administrators following the integration of healthy family support centers and multicultural family support centers. It identifies structural limitations in identity and functional performance after integration. Although Ulsan family centers have been institutionally reorganized as universal family support systems, in practice, the effects of integration remain minimal. The study highlights several improvement tasks that must be accomplished after integration, including reestablishing center identity, enhancing informational and physical/temporal accessibility, shifting operational strategies, and strengthening personnel and organizational expertise.

본 연구는 건강가정지원센터와 다문화가족지원센터 통합 이후 울산지역 가족센터의 운영과 현장 인식을 이용자, 종사자, 행정가 관점에서 분석하고, 통합 이후 정체성과 기능 수행에서 나타난 구조적 한계와 개선 과제를 도출하는 것을 목적으로 한다. 연구 결과, 가족센터는 제도상 보편적 가족지원 전달체계로 재편되었으나, 현장 인식과 운영·전달체계에서는 통합 효과가 충분히 구현되지 못함을 확인하였다. 이에 따라 가족센터 정체성 재정립, 정보 접근성과 물리적·시간적 접근성 개선, 운영 전략 전환, 인력·조직 전문성 강화 등 통합 이후 개선과제를 제시하였다.
