This study explored ways to cooperate in tourism using historical and cultural resources while various efforts are being made to solve the problem of local regions facing the difficulty of population cliffs. Projects utilizing historical and cultural resources in the Naepo region suggested integrated tourism brand projects, discovery and revitalization of unique venues in Naepo culture, establishment and globalization of government heritage networks, and tourism-linked cooperation projects to secure the international relational population. In a situation where balanced development led by the central government has reached its limit, securing the foundation for autonomous development by utilizing local unique values is a key element of the value of the local era. This study was conducted while the role of tourism is emerging as the core of the creation of a cultural content ecosystem through localism.

본 연구는 인구절벽이라는 어려움에 직면한 지방지역의 문제를 해결하기 위한 다양한 노력들이 시도되고 있는 가운데 역사문화자원을 활용한 관광연계협력 방안을 모색해 보았다. 사례지역으로 충청남도 서부 해안지역을 중심으로 한 내포지역을 선정하여 지역의 특성을 알아보고 문화재, 인물, 읍성유적 등 역사문화자원의 현황을 살 펴보았다. 내포지역의 역사문화자원을 활용한 사업으로 통합 관광브랜드 사업, 내포문화권 유니크베뉴 발굴 및 활 성화 사업, 관방유적 네트워크 구축 및 세계화, 국제관계인구 확보를 위한 관광연계협력 사업 등을 제시했다. 중앙 정부 주도의 균형발전이 한계에 부딪힌 상황에서 지방고유의 가치를 활용하여 자치발전의 기반을 확보하는 것이 지방시대 가치의 핵심요소다. 로컬리즘을 통한 문화콘텐츠 생태계의 조성의 핵심으로 관광의 역할이 부상하고 있는 가운데 본 연구가 수행되었다.
