Human life expectancy has gradually increased with the advancement of civilization, though differences may exist between East and West and among countries. In South Korea, life expectancy rose from 62.3 years in 1970 to 83.5 years in 2023, an increase of about 21 years. Women's life expectancy is 86.4 years, longer than men's 80.6 years. South Korea's senior citizen age threshold was set at 65 in 1981 and has remained unchanged since. Consequently, proposals to raise this threshold have emerged across various sectors. Adjusting the senior age threshold is not a simple matter; it involves complex interconnections with welfare policies like the basic pension, employment issues, and individual health concerns. The government intends to implement any changes only after thorough deliberation, recognizing that raising the senior age threshold is an unavoidable issue. Therefore, this study aims to derive a plan for adjusting the standard age for seniors upward to respond to a super-aged society. The adjustment should not be uniform but rather considerate of individuals, and the study seeks to propose a method where national finances, corporate profits, and individual welfare can coexist.

인간의 기대 수명은 문명이 발전하면서 점차 늘어나고 있는데 동서양과 나라마다 차이가 날 수 있다. 우 리나라는 1970년에 62.3세이던 기대수명이 2023년에는 83.5세로 약 21년이나 늘어났는데 여자의 기대수명이 86.4 세로 남자의 80.6세보다 길다. 우리나라의 노인기준 연령은 1981년에 65세로 규정되어 지금까지 변함없이 유지되 고 있으며 그에 따라 노인기준 연령을 높이자는 의견이 다양한 분야에서 제기되고 있다. 노인연령의 상향화는 간 단한 문제가 아닌데 기초연금을 비롯한 복지 정책과 고용 문제 그리고 개인의 건강 문제와도 연결되는 복잡한 관 계를 가지고 있어서 정부에서도 충분한 논의를 거쳐 시행하려고 하며 노인기준 연령 상향화는 피할 수 없는 문제 이다. 이에 본 연구에서는 초고령사회 대응을 위한 노인 기준 연령 상향 조정 방안을 도출하고자 한다. 일률적인 상향 조정이 아닌 개인을 배려한 상향 조정이 되도록 하며 국가 재정, 기업 이익, 개인 복지가 공존할 수 있는 방 법을 제시하고자 한다.
