This study examines the 2024 performance evaluation results of a school-based youth sports program to identify key implementation issues and policy improvement directions. Using secondary data, PDCA stage– based and program-type–specific evaluation results were analyzed alongside survey responses from sport governing body practitioners. The findings reveal that planning performance was relatively strong, whereas the feedback stage remained weak, limiting the practical use of evaluation results, while lower scores in model development and simulation-related program types suggest structural constraints in program design and evaluation criteria. Practitioner feedback also pointed to operational challenges, including difficulties in school collaboration, the absence of standardized guidelines, and regional disparities in human resource availability. Overall, the study provides policy-relevant insights for strengthening program design, operational support, and evaluation systems to enhance the sustainability of youth sport policy.

본 연구는 2024년 유소년 스포츠 기반 구축 사업의 성과평가 결과와 종목단체 실무자 의견 조사 자료를 분석하여, 사업 운영과 평가 체계의 문제를 진단하고 정책 개선 방향을 도출하는 데 목적이 있다. 이를 위해 공식 성과평가 보고서에 제시된 PDCA 단계별·유형별 평가 결과 및 실 무자 의견 조사 내용을 2차 자료로 활용하였다. 분석 결과, 사업은 전반 적으로 계획 단계의 평가 수준은 높았으나, 성과를 차년도 사업 개선으 로 연결하는 환류 단계가 취약한 것으로 나타났다. 또한, 모델 개발과 시뮬레이션 수행 관련 사업 유형에서는 사업 설계와 평가지표 구성의 구조적 한계가 성과 저조로 이어지고 있음을 확인하였다. 더불어, 학교 협력 과정의 어려움, 표준화된 운영 지침의 부재, 지도자 확보의 지역 간 격차 등 현장 운영상의 제약이 실무자 의견으로 도출되었다. 본 연구 는 성과평가 결과와 현장 인식을 종합적으로 분석하여 사업 설계·운 영·평가 전반에 대한 정책 개선 방향을 제시함으로써, 향후 유소년 스 포츠 정책의 질적 내실화와 지속가능성 제고에 기여하고자 한다.
