This exploratory study investigates whether Korean news organizations, which have already experienced structural dependence on portal platforms, may replicate similar patterns of technological dependence in the emerging generative AI–driven news ecosystem. The analysis starts from the concern that Korean media have struggled to build sufficient autonomous technological capacity because of delayed digital innovation. Consequently, these organizations may encounter greater constraints on editorial autonomy and public-interest journalism when they rely on external AI models, data, and infrastructure. Using Stiglitz’s (2017) theory of media capture, along with Nechushtai’s (2018) and Simon’s (2022) discussions of infrastructural capture, the study conceptually defines the characteristics and mechanisms of “AI capture,” and traces both its continuities with and differences from the earlier phenomenon of portal capture. The study identifies the organizational and normative pathways that make Korean media vulnerable to AI-based dependence and examines regulatory and ethical approaches to reduce these risks. It provides a conceptual framework for understanding AI capture in Korean journalism and suggests preliminary strategies to protect media autonomy in the evolving AI news ecosystem. This research, situated in the early stage of the AI news ecosystem, provides a preliminary assessment of potential capture dynamics and highlights that AI technologies may threaten media autonomy while also offering opportunities for its restoration. Although exploratory, the study contends that the current transitional period is a critical time to design institutional safeguards for media autonomy in the AI era. To avoid renewed “AI capture,” Korean media should adopt a dual strategy: first, ensure infrastructural protections, such as access to AI infrastructure, strengthened data sovereignty, and algorithmic transparency; second, promote the normative use of AI for public-interest functions, including fact-checking, verification assistance, and error detection. Future research should develop specific policy frameworks and institutional design principles to guide the AI-driven news ecosystem toward a democratic information order based on autonomy and responsible AI use. This study highlights the urgent need for proactive institutional design to ensure that AI integration in journalism supports democratic values and media independence.

본 연구는 포털 플랫폼에 대한 구조적 의존을 경험한 한국 언론이, 생성형 AI 기반의 뉴스 생태계 전환기에도 유사한 플랫폼 종속을 반복할 가능성에 주목하여 이를 ‘AI 포획’이라는 개념적 틀로 탐색적으로 검토하였다. 디지털 혁신의 실패로 자율적 기술 역량을 충분히 확보하지 못한 한국 언론이 외부 AI 모델･데이터･인프라에 의존할 경우, 편집 자율성과 공공성을 둘러싼 구조적 제약이 새롭게 형성될 수 있다는 문제의식에서 출발하였다. 본 연구는 스티글리츠(Stiglitz, 2017)의 미디어 포획론과 네슈타이(Nechushtai, 2018), 사이몬(Simon, 2022)의 인프라 포획 논의를 바탕으로 AI 포획의 개념적 특성과 작동 메커니즘을 정리하고, 기존의 포털 포획과의 연속성과 차별성을 탐색하였다. 또한 한국 언론이 AI 기술 도입 과정에서 노출될 수 있는 종속의 경로와 잠재적 위험을 검토하고, 이를 완화하기 위한 규범적･제도적 대응의 방향성을 모색하였다. 분석 결과, 한국 언론이 기술 인프라에 종속되는 ‘AI 포획’의 위험을 반복하지 않기 위해서는, 무엇보다 AI를 효율화 도구가 아닌 탐사보도･팩트체킹･데이터분석 등 양질의 저널리즘과 민주적 책무를 강화하는 ‘규범적 활용’의 대상으로 재정의해야 한다는 점이 확인되었다. 이를 구체화하기 위해서는 공영･공동형 LLM 구축을 통한 기술 인프라 자립과 데이터 주권 확보, AI기반 뉴스콘텐츠 혁신 전략과 기자･편집자의 AI 리터러시 향상 등 조직역량 강화, 공정한 저작권･라이선스 체계 확립과 민주적 AI 거버넌스 구축이 병행되어야 한다. AI 기반 뉴스 생태계가 아직 초기단계에 있는 지금이야말로 언론 자율성과 공익성을 제도적으로 재설계할 결정적 시점이다. 향후 연구와 정책은 AI 기술이 언론의 자율성을 침식하지 않으면서도 민주적 정보 질서를 촉진할 수 있도록, ‘규범적 AI 활용’과 ‘언론 자율성 보호’의 이중 전략을 구체적 정책과 제도 설계로 발전시키는 데 집중해야 할 것이다.
