This study analyzes the operational status of Korea’s integrated emergency response system for 112 (police) and 119 (fire and rescue) calls, and proposes institutional improvements to enhance interagency collaboration. Despite the increasing need for coordinated police–fire response due to the growing complexity of disasters, crimes, and medical emergencies, field operations continue to suffer from information asymmetry, differing role perceptions, and inconsistencies in procedures. Accordingly, this study examines the legal basis for joint response—centered on Article 54-2 of the Framework Act on Disaster and Safety Management, the Act on the Operation and Processing of 112 Reports, the 119 Emergency Reporting Act, and the Ministry of the Interior and Safety Directive No. 137. It also analyzes operational data and media case studies from the National Police Agency and the National Fire Agency to identify institutional limitations. Furthermore, cases from overseas systems such as NG911 (United States), JESIP (United Kingdom), and Japan’s Integrated 119 Information Network are reviewed to explore development directions for Korea’s collaboration model. The research results suggested that for effective collaboration, the following are necessary: △Strengthening legal and institutional consistency, △Advancing information sharing and communication systems, △Introducing AI-based next-generation integrated systems, △Establishing a public-private participation reporting platform and an integrated command system, △Regularizing FTX and joint training (cross-education), △ Preparing for the implementation of a dual autonomous police force, and △Understanding mutual systems and organizational cultures based on trust. This study is significant in that it recognizes joint emergency response as “trust-based collaborative governance,” rather than simply reporting and technical integration.

본 연구는 대한민국의 긴급신고 공동대응체계(112·119)를 대상으로, 경찰과 소방 간 협업시스템의 운영 실태를 분석하고 제도적 개선방안을 제시하는 것을 목적으로 한다. 최근 재난·범죄·응급상황의 복합화로 인해 경찰과 소방의 공동대응이 필수화되었으나, 현장에서는정보비대칭, 역할인식의차이, 절차의불일치등으로협업의실효성이낮게 나타나고있다. 이에본연구는「재난및안전관리기본법」제54조의2와112신고의운영 및 처리에 관한 법률, 119긴급신고법, 행정안전부 예규 제137호를 중심으로 공동대응의 법적 근거를 검토하고, 경찰청과 소방청의 현장 운영 자료 및 언론사례를 분석하여 제 도적 한계를 도출하였다. 또한, 미국의 NG911, 영국의 JESIP, 일본의 119 통합정보망 등 해외 협업모델을 비교하여 한국형 협업시스템의 발전 방향을 모색하였다. 연구 결과, 효과적 협업을 위해서는 △법·제도적 정합성 강화,△정보공유 및 통신체계 고도화, △ AI 기반 차세대통합시스템도입, △민관참여형신고플랫폼구축 및통합지휘체계확립, △FTX 정례화 및 합동훈련(교차 교육), △이원화 자치경찰 추진에 대한 대비, △신뢰 기반의상호시스템및조직문화이해가필요함을제시하였다. 본연구는긴급신고공동 대응을 단순한 신고처리와 기술적 통합이 아닌 ‘신뢰 기반의 협업 거버넌스’로 인식했 다는 점에서 의의를 둔다.
