The purpose of this study is to analyze the life history of an activist who has engaged in Koryo-in support activities in Gyeonggi Province, in order to examine how such activities are formed and accumulated within an individual life course and how they subsequently contribute to community formation. Based on this analysis, the study further aims to derive policy implications for revitalizing Koryo-in communities. To this end, a life history approach, as one of the qualitative research methods, was employed to explore the meanings and trajectories of community-related activities embedded in the participant’s life. The analysis reconstructs the life course following a sequence that begins with entry into Koryo-in support activities grounded in prior social movement experience and develops through stages of community organization, institutional reform, and responses to humanitarian crises accompanied by reflection. The findings reveal that, first, Koryo-in support activities originated from field-based, micro-level interventions addressing survival-related issues such as language, labor, legal status, and education. Second, through counseling and on-site experiences, the realities faced by Koryo-in communities were rendered visible and expanded into the public sphere through engagement with the media and political institutions. Third, the establishment of nationwide networks and the founding of associations contributed to strengthening the self-sustainability of Koryo-in communities. Fourth, support efforts for Koryo-in refugees following the outbreak of the Ukraine war exposed institutional blind spots and underscored the need for appropriate institutional responses. Recognizing Koryo-in as a group with a dual status as both co-ethnics and local residents, this study proposes policy directions that include the refinement of integrated policy frameworks, capacity building for community activists, and the development of sustainable, field-based support systems. This study is significant in demonstrating that the life history of a Koryo-in activist constitutes not merely a personal narrative but a record of social activities that have driven community organization and policy change.

본 연구의 목적은 경기도에서 고려인 지원 활동을 수행해 온 한 활동가의 생애사를 분석하여, 고려인 지원 활동이 개인의 생애 속에서 어떻게 형성하고 축적되어 공동체 형성으로 이어지는지를 밝히고 이를 토대로 고려인공동체 활성화를 위한 정책적 시사 점을 제시하는 데 있다. 이를 위해 질적 연구방법 중 하나인 생애사연구를 적용하여 연 구참여자의 삶에 나타난 공동체 활동의 의미와 전개 과정을 탐색하였다. 자료 분석은 사회 운동 경험을 기반으로 고려인을 위한 활동 현장에 진입한 이후, 공동체 조직화, 제 도 개선, 인도적 위기 대응과 성찰로 이어지는 흐름에 따라 생애를 재구성하였다. 연구 결과, 첫째, 고려인 지원 활동은 언어, 노동, 체류, 교육 등 생존과 직결된 문제를 해결 하는 현장 기반의 미시적 개입에서 출발하였다. 둘째, 상담과 현장 경험을 통해 고려인 의 실태를 가시화하고, 이를 언론 및 정치권과 연계하여 공론화하는 단계로 확장되었 다. 셋째, 고려인의 전국 네트워크 구축과 협회 발족을 통해 공동체의 자생력을 강화하 는 방향으로 발전하였다. 넷째, 우크라이나 전쟁 이후 고려인 피난민 지원 사례를 통해 기존 제도의 사각지대를 확인하고, 이에 대한 제도적 대응의 필요성이 제기되었다. 나 아가 본 연구는 고려인이 ‘동포’이자 ‘주민’이라는 이중적 지위를 지닌 집단임을 분석의 중심에 두고 이를 반영한 통합 정책의 정교화, 고려인공동체 활동가의 역량 강화, 현장 기반의 지속 가능한 지원 체계 구축을 정책적으로 제안하였다. 본 연구는 고려인공동 체 형성 과정에서 활동가의 생애사가 개인적 서사를 넘어, 공동체 조직화와 정책 변화 를 견인하는 실천의 기록임을 밝힌다는 점에서 의의를 지닌다.
