This study offers a comparative analysis of the Islamic secularization processesin Uzbekistan and Türkiye during the 1920s and 1930s. Both countries pursuedIslamic secularization in the same historical period, introducing remarkably similarreforms across a wide range of areas, including legal restructuring, calendar change,the expansion of women’s rights, script reform, and dress reform. However, Türkiye was able to implement these reforms through its ownautonomous policies, whereas Uzbekistan had to carry out secularization within theframework shaped by the Soviet central government. This created a fundamentaldistinction between Türkiye’s reforms initiated “from within” and Uzbekistan’sreforms imposed by “an external force and its local collaborators” in Uzbekistan. These differences are also reflected in the patterns of Islamic revival in the latetwentieth century. In Türkiye, Islamic revival developed gradually as a bottom-upmovement that eventually became a significant political force. By contrast, inUzbekistan, local forms of “everyday Islam” never matured into an oppositionalpolitical movement, and even the broader Islamic revival unfolded under the closesupervision and control of the ruling authorities.

이 글은 우즈베키스탄과 튀르키예의 1920-1930년대 이슬람 세속화 과정을 비교 연구한것이다. 튀르키예와 우즈베키스탄 두 나라는 1920∼1930년대라는 유사한 시기에 이슬람세속화를 진행했다. 세속화의 내용은 법률 개정, 달력 교체, 여성의 권리 신장, 문자 개혁,의복 개혁 등 전반적인 분야에서 매우 유사한 내용으로 진행되었다. 그러나 튀르키예는 독자적인 정책에 의해 이를 추진할 수 있었다. 반면 우즈베키스탄은소연방 중앙정부의 정책 방향이 매우 중요했으며, 이러한 중앙정부와의 역학관계 속에서세속화 정책을 시행해야 했다. ‘우리’ 안의 개혁과 ‘타자와 그 타자와 뜻을 같이한 이들’에의한 개혁이라는 차이점이 있었다. 두 국가의 차이는 20세기 후반 이슬람의 부흥 양상에서도 나타난다. 튀르키예에서는 이슬람 부흥이 점진적으로 전개된 아래로부터의 운동이 정치세력화된 측면을 분명하게 보여준다면, 우즈베키스탄의 경우는 ‘생활 이슬람’ 형태로 존재해 오던 아래로부터의 이슬람 세력이 정치적 대항 세력으로 성장하지 못한 채, 오히려 이슬람 부흥 현상의 주도권도 통치세력의 관리하에서 전개되는 현상을 보여주고 있다.
