This study addresses the limitations of the existing “applicationbased” language support system in the middle of the demographic crisis of the “Dead Cross” in Jeju. By conducting a secondary data analysis of educational statistics (2021–2024), the study proposes a school-centered “discovery-based” universal screening model. Our key findings reveal three critical issues: First, a severe “spatial mismatch” exists where migrant student density increases in rural areas while therapeutic infrastructure remains urban-centric. Second, actual field demand exceeds official statistics by 2.3 times, indicating widespread blind spots. Third, the lack of early intervention has led to a structural educational gap, with migrant students showing a 3.3-fold higher literacy underachievement rate compared to their peers. Consequently, the study designs the “Jeju-type Integrated Language Welfare Implementation Model.” This model integrates universal screening (dubbed the “Language Health Checkup”) for first and fourth graders, tiered support provided by “Visiting Speech-Language Pathologists” based on the Response to Intervention (RTI) model, and collaboration with local universities. Ultimately, this approach aims to resolve the “Grey Zone” between language difference and disorder, establishing language support not as a charitable service, but as a fundamental human right.

본 연구는 학령인구 감소와 노인 및 이주배경 인구 급증이 교차하는 ‘데드 크로스(Dead Cross)’의 인구 구조적 위기 속에서, 기존에 진행되어 오던 ‘신청 기반’ 언어 지원 체계의 한계를 진단하고 ‘발굴 기반’의 학교 중심 보편적 선별 모형을 제안하고자 한다. 이를 위해 본 연구는 제주 지역 교육 및 인구 통계(2021-2024)에 대한 2차 데이터 분석과 국내외 선행 연구 고찰을 수행하여 정책문제의 구조를 규명하고 실행 모형을 도출하였다. 주요 분석 결과는 다음과 같다. 첫째, 읍·면 지역의 이주배경 학생 밀집도는 심화되는 반면 전문 치료 인프라는 도심에 편중되어 있어, 수요와 공급의 심각한 ‘공간적 미스매치’가 확인되었다. 둘째, 현장의 실질적 지원 요청은 공식 특수교육 통계 대비 2.3배 폭증하여, 기존 제도가 포착하지 못하는 사각지대가 광범위하게 존재한다는 점을 규명하였다. 셋째, 이러한 조기 개입의 부재는 이주배경 학생의 국어 기초학력 미달률이 일반 학생 대비 약 3.3배 높게 나타나는 구조적 교육 격차로 전이되고 있음을 보여주었다. 본 연구는 1) 초1과 초4 전수 선별(언어 건강검진)을 통한 숨겨진 수요를 양성화하고, 2) RTI(중재반응모형)에 기반한 ‘찾아가는 언어재활사’를 단계적으로 지원하며, 3) 지역 대학과 연계한 순회 전문가 파견 시스템을 결합하여 ‘제주형 통합 언어복지 실행모형’을 설계하였다. 이 모형 은 언어차이 사이의 ‘회색지대’를 해소하고, 언어 지원을 시혜적 서비스를 넘어선 보편적 학습권이자 인권으로 확장하는 정책 대안이 될 것이다.
