Wastewater reclaimed water can be recognized as an important water resource in terms of efficient use of water resources in preparation for water shortages such as droughts and effective distribution of water resources by region. To date, a total of 7 wastewater reclaimed water projects have been promoted as public-private partnership. However, since public-private partnership projects promoted so far have focused on demand analysis and the quantitative benefit items of the project, it is believed that social benefits such as water resource utilization and environmental improvement aspects that require qualitative judgment should also be reviewed and reflected. In this case study, we will review the content of the demand and benefit analysis of the most recently conducted public-private partnership for wastewater reclaimed water in Yeosu City, and examine items that should be additionally considered in the eligibility review process through case analysis. In addition, based on this, we hope that it will become a cornerstone for revitalizing public-private partnership(PPP) for wastewater reclaimed water in the future.

하수처리수는 가뭄 등 물 부족 현상에 대비하여 수자원을 효율적으로 활용하고 지역별로 수자원을 효과적으로 배분한다. 는 측면에서 중요한 수자원으로 인식될 수 있다. 현재까지 총 7건의 하수처리수 재이용사업이 민간투자사업 방식으로 추진되어 왔다. 그러나, 지금까지 추진된 민간투자사업은 수요분석과 해당 사업의 정량적인 편익 항목을 위주로 분석하 였기에, 정성적인 판단이 필요한 수자원 활용이나 환경개선 측면 등의 사회적 편익도 같이 검토되어 반영되어야 한다고 사료된다. 본 사례분석은 최근 진행되었던 여수시 하수처리수 재이용 민간투자사업의 수요 및 편익분석의 내용을 검토하 고, 사례분석을 통해 적격성 판단과정에서 추가로 고려되어야 할 항목들에 대하여 검토하고자 한다. 또한, 이를 바탕으로 향후 하수처리수 재이용 민간투자사업의 활성화를 위한 초석이 되기를 희망한다.
