To establish a virtuous management system that aligns with the future conditions and policy goals of Seoul while maximizing fiscal efficiency, it is necessary to create a dedicated department(team) for PPP projects within the Seoul Metropolitan Government’s Planning and Administration Office(Financial Management Division) and the Seoul Public Investment Management Center. This initiative aims to enhance expertise in project management and strengthen support capabilities. Additionally, establishing a consultative body to facilitate information exchange with private investment-related departments in other local governments, industries, and academia is essential for broadening mutual understanding. Through these efforts, the functions of a control tower and coordinator, which have been insufficient in managing PPP projects, can be reinforced. Expected benefits include: ① Improvement in the systematic management of PPP projects across Seoul, ② Support for the prompt implementation of projects, ③ Strengthened preemptive risk management, ④ Enhanced job performance ability of project departments through efficient resource utilization, ⑤ Revitalization and sound development of PPP projects by mitigating their negative image. To achieve balanced promotion of PPP projects and improve the management system by the competent authorities, efforts must be made to propose the establishment of a dedicated department(team) and a consultative body for PPP projects. These proposals should come from industry, academia, and research institutions, in collaboration with relevant authorities, and must be persistently voiced.

서울시의 장래 여건변화와 정책목표에 부합하면서 재정효율성을 극대화 할 수 있는 양질의 민간투자사업을 발굴ㆍ지원ㆍ관리감독이 가능하도록 선순환 관리체계를 구축하기 위해서는 서울시 기획조정실(재정담당관)과 서울공공투자관 리센터내에 민간투자사업 전담부서(팀)를 신설하여 사업관리 전문성 및 사업지원 역량을 강화하고, 타 시ㆍ도 민간투자사 업 유관부서 및 산업계ㆍ학계 등과 정보교류를 통하여 상호이해의 저변을 확대할 수 있는 협의체 신설이 필요하다. 이를 통해 민간투자사업에 대한 컨트롤타워 및 코디네이터로서의 미흡했던 기능을 강화하고 ① 서울시 민간투자사업 전반에 대한 체계적인 관리수준 향상, ② 신속한 사업추진 지원, ③ 사업리스크의 선제적 관리 강화, ④ 자원의 효율적 활용으로 사업부서의 업무역량 향상, ⑤ 민간투자사업의 부정적 이미지 해소 노력을 통한 민간투자사업 활성화 및 건전화 효과가 예상된다. 민간투자사업의 균형있는 활성화 및 주무관청의 민간투자사업 관리체계 개선을 위해 민간투자 사업 관련 산ㆍ학ㆍ연 기관들이 유관 주무관청에 민간투자사업 전담부서(팀) 및 협의체 신설을 건의하는 등 지속적으로 목소리를 내는 노력이 필요하다.
