This study investigates the structural limitations and implementation challenges of the Private Railway Operation Evaluation system and advances policy-oriented recommendations to improve evaluative efficiency and practical applicability. The analysis indicates extensive duplication with established assessment frameworks, which undermines the discriminatory power of evaluation outcomes and amplifies administrative burdens for private railway operators. Drawing on a systematic review of relevant statutes, institutional arrangements, and prior scholarship, complemented by a comparative analysis of overlapping indicators and survey evidence from experienced operators, the study identifies major deficiencies, including internal inconsistency across evaluation items, redundant indicator use, inadequate accommodation of project-specific characteristics, and underdeveloped mechanisms for policy feedback and performance-linked incentives. In response, the study proposes a phased reform agenda that delineates functional boundaries among overlapping systems, rationalizes and differentiates the indicator architecture, strengthens evaluation procedures, and reinforces the linkage between evaluation results and incentive structures, thereby facilitating institutional consolidation and supporting the sustainable operation of privately financed railway projects.

본 연구는 2023년부터 시범적으로 시행되고 있는 민자철도 운영평가 제도를 대상으로, 현행 평가체계의 구조적 한계와 운영상 문제점을 분석하고, 평가의 효율성과 정책 활용도를 제고하기 위한 개선 방향을 제시하는 것을 목적으로 한다. 민자철도 운영평가는 민간투자 철도사업의 공공성, 안전성 및 서비스 품질을 종합적으로 관리·감독하기 위한 제도로 도입되었으나, 철도안전관리 수준평가, 철도서비스 품질평가, 대중교통 경영·서비스 평가, 민간투자사업 성과평가 등 기존 평가제도와 다수의 평가지표가 중복·유사하게 운영되고 있다. 이로 인해 평가 결과의 차별성과 실효성이 저하되고, 민자철도 운영기관의 행정적 부담이 과도하게 증가하는 문제가 제기되고 있다. 본 연구는 관련 법·제도 및 선행연구 분석, 운영단계 평가제도 간 평가지표 비교·중복성 분석, 민자철도 운영평가 수행 경험이 있는 사업자 대상 설문조사 결과 분석을 통해 현행 제도의 문제점을 실증적으로 검토하였다. 분석 결과, 평가 항목 간 정합성 부족, 유사 지표의 반복 활용, 사업 유형별 특성 미반영, 평가 결과에 따른 정책 환류 및 인센티브 체계의 미흡 등이 주요 한계로 도출되었다. 이에 본 연구는 평가제도 간 역할 정립, 평가지표 구조의 합리화, 평가 운영방식 개선, 인센티브 연계 강화를 중심으로 한 단계적 개선 방안을 제안한다. 본 연구의 결과는 민자철도 운영평가 제도의 안정적 정착과 민간투자 철도사업의 지속가능한 운영을 지원하기 위한 정책적·학술적 기초자료로 활용될 수 있을 것이다.
