This study aims to empirically analyze the direct and indirect impacts of establishing a safety and health management system, a key component of occupational accident prevention policies, on the relationship between workplace hazards and actual occupational accidents, using structural model equations. To this end, we constructed an analysis data set by combining the Occupational Safety and Health Survey conducted by the Korea Occupational Safety and Health Research Institute with occupational accident statistics, targeting a sample of workplaces selected from the entire workplace population. The analysis revealed that establishing a workplace safety and health management system not only has a direct effect of reducing occupational accidents, but also has an indirect effect of reducing accidents through workplace hazards and risk factors. Workplaces with well-established safety and health management systems are less likely to be exposed to hazards and risk factors, resulting in fewer occupational accidents than those with less robust safety and health systems. These findings suggest that establishing safety and health management systems in manufacturing workplaces is highly effective in accident prevention. Furthermore, when evaluating related projects, we should consider not only the direct effect of reducing occupational accidents but also the indirect effect of reducing workplace hazards and risk factors.

본 연구는 산재예방정책에 있어 중요시 되고 있는 안전보건체계 구축이 사업장 내 유해위험 요인과 실제 발생한 산업재해 간 직간접적인 영 향을 미치는지 구조모형방정식을 활용하여 실증 분석하는 것을 목적으로 한다. 이를 위해 제조업 전체 사업장을 모집단으로 하여 추출한 표본 사업장을 대상으로 산업안전보건연구원에서 실시하는 「산업안전보건 실태조사」와 산업재해 발생 통계를 병합하여 분석자료를 구축하였다. 분석 결과, 사업장의 안전보건체계 구축은 산업재해 발생을 감소시키는 직접적인 효과뿐만 아니라 사업장의 유해·위험요인을 경유하여 산업 재해를 감소시키는 간접효과도 존재하는 것으로 나타났다. 안전보건체계가 잘 갖춰진 사업장일수록 유해위험 요인에 노출될 가능성을 낮춰 비교적 안전보건체계가 미비한 사업장에 비하여 산업재해가 덜 발생한다고 해석할 수 있다. 이러한 연구 결과를 통해 제조업 사업장의 안전보 건체계 구축은 산업재해예방에 상당히 효과적이며, 관련 사업 평가 시에도 직접적인 산재감소 효과 이외에 사업장의 위험요인을 감소시켜 사 고 발생을 줄이는 간접효과도 고려되어야 함을 시사한다.
