To prepare for the unification of the Korean Peninsula and to advance a stable peace regime, it is essential to pursue a sustainable North Korea policy and to facilitate a national discourse on unification based on broad public consensus. Achieving sustainable peace on the peninsula requires not only consultation and agreement within South Korean society regarding North Korea and unification policy, but also the strengthening of unification education. However, unification education in South Korea has repeatedly shifted in accordance with changing governmental priorities and prevailing approaches to North Korea across different administrations. Political conflicts within South Korea over North Korea and unification policy have deepened partisan polarization. Unification education is closely linked to various social integration challenges—including generational and ideological divides, regional disparities, and the social adaptation of North Korean defectors—and numerous policy limitations and points of contention have been raised in this context. This study begins with the premise that, amid the ongoing security crisis on the Korean Peninsula, social integration is crucial for strengthening the direction of unification education and expanding public interest and consensus on inter-Korean issues. Among the various social integration challenges, political polarization is considered one of the most serious sources of conflict, and this study aims to address this issue directly. It further seeks to identify key points of contention related to political polarization in unification education and explore potential solutions, ultimately proposing strategies for unification education that contribute to peaceful social integration.

한반도 통일을 준비하고 한반도 평화체제를 추진하기 위해 지속 가능한 대북정책과 국민적 합의를 통한 통일담론 논의가 필요하다. 지속 가능한 한반도 평화를 만들기 위해서 우리 사회 내부의 대북･통일정책에 대한 협의와 합의는 물론 통일교육도 매우 중요하다. 한국의 통일교 육은 시대별, 정부별 통일･대북정책 기조에 따라 변화를 거듭해 왔다. 한국 사회 내부에서도 대 북･통일정책과 관련된 정치적 갈등은 첨예한 대립 양상을 나타냈다. 통일교육은 세대･이념적 갈등, 지역 간 차이, 북한이탈주민의 사회적 적응 문제 등 다양한 사회통합 과제와 직결되어 있 으며, 그 과정에서 여러 정책적 한계와 쟁점이 논의되어 왔다. 본 연구는 한반도 안보 위기 속에서 통일교육의 방향성과 남북문제에 대한 사회적 관심 및 국민적 공감대 확산을 위해서 사회통합이 중요하다는 점을 전제로 한다. 사회통합 문제 중에 정치적 남남갈등이 심각한 갈등의 하나로 평가되고 있기에 이에 대한 문제를 다루고자 한다. 이후 통일교육을 위한 정치적 남남갈등 쟁점과 해결 방안을 찾고, 평화적 사회통합을 위한 통 일교육 방안을 논의하고자 한다.
