Germany has pursued a cautious foreign policy characterized by humility and restraint despite its strong military capabilities, as a consequence of its historical reckoning. It has advocated for a stable international order, prioritizing multilateralism and the European Union. However, amid the rapidly shifting global order, Germany's diplomacy continues to undergo subtle changes in both values and substance. This paper analyzes coalition agreements over several years and examines interviews and official speeches by foreign ministers to trace the evolution of Germany's foreign policy and identify changes over the past decade. The study reveals that German foreign policy remains anchored in a pro-European agenda, focusing on strengthening European leadership and enhancing crisis management capabilities. On the other hand, recent German diplomacy increasingly emphasizes an independent voice, with the breadth and scope of value-driven assertions varying depending on the minister's orientation. As prior studies have noted, post-unification policy adjustments in Germany exhibit multifaceted changes, and a gap exists between declarative shifts and actual policy implementation, raising political questions about continuity. Moreover, each foreign minister displays differing balances between values and pragmatism. In short, while maintaining its commitment to serious multilateral diplomacy since reunification, Germany's foreign policy continues to experience internal transformation. This paper aims to provide Korea with a foundation for understanding contemporary Germany as a partner.

독일은 과거사 청산을 계기로 강한 군사력에도 겸손하고 낮은 자세의 외교를 신중히 진행해 왔다. 이에 안정적인 국제질서를 옹호하고 다자주의와 유럽연합을 중시했다. 한편 세계 질서가 급격히 흔들리는 현 상황에서, 독일의 외교는 가치와 실재에서 미세한 변화를 계속하고 있다. 이 논문은 수년간 독일의 외교정책 변화 방향을 살피기 위해 연립정부 협의서를 분석하고, 외무부 장관 세 명의 인터뷰와 공식 스피치를 살펴 지난 십 년 동안 독일의 외교정책에 어떤 변화가 있었는지 알아본다. 그 결과 이 연구는 독일의 외교정책이 여전히 친유럽주의적 의제 속에서 유럽 내 리더십을 강화하는 방면으로, 위기관리 역량 강화를 중심축으로 하고 있음을 밝힌다. 한편 독일의 최근 외교는 독자적인 목소리를 차츰 중시하고 있으며, 장관의 성향에 따라 가치를 주장하는 폭과 범위가 다름을 확인할 수 있다. 선행연구들이 짚었던 것처럼 통일 후 독일의 정책 조정은 다면적 요소에서 변화가 관찰되며, 선언적 변화와 실제 정책 이행 사이에는 괴리가 존재해 지속성에 대한 정치적 쟁점이 일어나고 있다. 또한 외무부 장관마다 가치나 실용에 대한 입장에 변화를 보인다. 요컨대 독일의 외교정책은 통일 이후 진중한 다자외교의 위치를 유지하면서, 내부적으로는 지속적인 변화를 겪고 있다. 이 논문을 통해 한국은 협력자로서 최근의 독일을 이해하는 발판을 마련할 수 있을 것이다.
