Democracy is not a fragmented concept, yet it is often misunderstood in our society. This misunderstanding reflects a broader confusion about the nature of democracy itself, which may stem from how democratic principles are taught in schools. To examine how various models of democracy are represented in textbooks and to interpret their significance within the framework of the 2 022 Revised Curriculum, this study analyzed the changes in the achievement standards for high school politics. The analysis revealed that there are some democracy topics that are covered in all three textbooks, while others are approached differently. the textbooks primarily covered direct democracy, representative democracy, participatory democracy and deliberative democracy. Changes reflecting the updated achievement standards also showed the introduction of social democracy, elite democracy, and electronic democracy. These developments suggest that democratic education is moving beyond past approaches, with an expected emphasis on qualitative improvement and a more dynamic character.

본 연구는 2022 개정 교육과정에 명시된 ‘다양한 민주주의 모델의 탐색’이 교과서에 어떻게 구 현되었는지 확인하고 그 의미를 해석하는 데 목적이 있다. 그동안 교육과정 성취기준을 분석한 선 행연구들은 있었으나, 구체적으로 교과서에서 민주주의를 어떻게 기술하는가를 다룬 연구는 부족 했다. 이에 이번 개정 교육과정에서 출간된 3종의 고등학교 정치 교과서 내용을 구체적으로 분석 하였다. 분석 결과 모든 교과서가 직접 민주주의와 간접 민주주의에 대한 구분으로부터 시작한다 는 점에서 공통적이었다. 그러나 개정의 핵심인 민주주의의 다양한 모델에서는 교과서 별로 차이 점이 있었다. 분석한 3종 교과서 모두 민주주의 모델로 참여 민주주의와 숙의 민주주의는 다루되 심화 내용으로는 각각 사회 민주주의와 엘리트 민주주의, 전자 민주주의를 다루고 있었다. 이러한 특징은 민주주의가 다층적 면모를 가지며 역동적으로 변화하는 속성을 지녔다는 점을 강조한다. 이렇게 변화한 교과서 내용은 민주주의에 대한 왜곡된 인식이나 편협한 이해를 극복하는 데 도움 이 될 것으로 기대된다.
