Korean Presidential security, which had been carried out as ‘police protection’ in the 1950s, was systematized as a separate administrative agency through the establishment of the ‘Presidential Protective Forces’ during the Third Republic. However, existing discussions on the establishment of the ‘Presidential Protective Forces’ have focused heavily on key figures of the May 16 military coup. This study examined the establishment of the ‘Presidential Security Forces’ during the Third Republic addressed the 1950s controversy over ‘police protection’, the emergence of ‘integrated protection’ under the Chairman of the Supreme Council for National Reconstruction in 1961, and the revisions to the ‘Presidential Security Forces Act (Draft)’ in 1963. Furthermore, it also confirmed that the educational training programs was conducted under the leadership of the Director of the ‘Presidential Security Forces’ for the training of its security personnel. These programs were systematized through the publication of educational materials such as The Security of the Head of State (1967) and A Study of Assassination History (1971). The establishment of the Third Republic's ‘Presidential Security Forces’ as a government agency and the training of its security personnel had a social impact on shaping security as a specialized field within Korea's security consciousness. Reviewing the ‘Presidential Security Forces’ reveals the importance of uncovering historical facts in security history and underscores that Korean security is intertwined with the history of modern Korea.

대통령 경호는 1950년대에 ‘경찰 경호’를 기반으로 하였으나, 제3공화국에 ‘대통령경호 실’이 창설되면서 개별적인 정부 조직의 체제를 갖추었다. 그러나 한국에서 경호의 정립 에 중요한 계기였던 제3공화국 시기의 ‘대통령경호실’에 관해 그동안 역사적 조명이 미비 하였다. 제3공화국에 ‘대통령경호실’의 창설은 1950년대 ‘경찰 경호’에 대한 논란, 1961년 국가재 건최고회의 시기에 ‘통합 경호’의 등장, 1963년 ｢대통령경호실법(안)｣의 개정을 거쳐서 이 루어졌다. 그리고 ‘대통령경호실’에서 전개된 교육훈련은 대통령 경호실장의 주도하에 진 행되었으며, 󰡔국가원수의 경호(1967)󰡕와 󰡔암살사연구(1971)󰡕 등의 교육자료 발간으로 체계 화되었다. 한국에서 경호가 전문 영역의 입지를 구축하는 데 있어서 제3공화국에 ‘대통령경호실’의 창설과 교육훈련이 미친 영향을 되새겨 보게 된다. 앞으로 경호의 정체성을 더욱 명료화하 기 위해서는 한국 현대사에 중첩된 경호사의 지속적인 사료 발굴을 통하여 역사적인 가치 를 재고해 나가야 하겠다.
