Intimate Partner Violence (IPV) against women is a structural form of violence that requires continuous public intervention. Although South Korea has expanded statutory protection systems for the past three decades, the stability and durability of IPV policy remain fragile. This study argues that the limitation lies not in the absence of institutions but in the misaligned policy frame—namely, a lack of consensus regarding WHAT should be protected, WHY state intervention is justified, WHO is prioritized, and HOW protection should operate. The study proposes a three-axis framework—Prevention, Protection, and Stability—to re-orient IPV policy toward sustainability. This framework functions as a policy alignment mechanism that clarifies values and rights (WHAT), intervention legitimacy (WHY), and long-term operational design (HOW/WHO). To illustrate how the framework interacts with real policy conditions, the study briefly applies it to the High-Risk Victim Private Security Support Program. The case does not serve as outcomeevaluation, but rather demonstrates where frame alignment succeeds (Protection) and where fragility persists (Stability—long-term financing, risk threshold, equal accessibility). This paper concludes that the future of IPV policy should move beyond expanding programs and instead focus on building a durable institutional frame that ensures continuity, legitimacy, and equity in protection. The contribution of this study lies in establishing a conceptual foundation for long-term sustainability of IPV policy for women survivors.

친밀한 관계 내 여성폭력(IPV)은 사적 갈등이 아니라 지속적 개입이 요구되는 공적 안전문제이다. 한국은 법ㆍ제도를 확장해 왔으나, 보호정책은 여전히 일회적ㆍ사후적 개입으로 반복되고 있다. 본 연구는 그 원인을 제도 부족이 아닌 정책 프레임의 불일치에서 찾는다. 즉, 무엇을 보호할 것인가, 왜 개입해야 하는가, 누구와 어떻게 보호할 것인가가 정렬되지 않은 상태에서는 정책은 존재해도 유지되지 않는다. 이 연구에서는 IPV 정책을 예방–보호–정착이라는 세 축으로 재구조화할 것을 제안한다. 이 프레임은 보호의 가치와 국가개입의 정당성을 명확히 하고, 개입 메커니즘과 지속가능성을 함께 설계하는 기준으 로 기능한다. 보조적으로 고위험군 민간경호 지원제도를 적용하여, 프레임 정렬 시 부각되는 선별성ㆍ자 율성ㆍ재정 지속성 논쟁을 검토하였다. 이 연구의 의의는 IPV 정책 논의를 방법ㆍ수단 중심에서 벗어나 지속가능한 보호체계 설계의 방향으 로 전환하고, 이를 기반으로 보다 구조적인 제도 개선 방안을 제시하였다는 점에 있다.
