(Purpose) Ansan City in South Korea and Hamamatsu City in Japan are leading municipalities in local-level immigration policy and active participants in the Intercultural Cities Programme. This study examines how the two cities have cooperated through the Intercultural Cities Network and demonstrates that Ansan City’s immigration policy has gradually expanded from a primary focus on immigrant welfare toward greater emphasis on international cooperation. (Research methods) This study employs a literature review, analyzing academic articles, policy reports, press releases, and administrative statistics related to the development of immigration policies in Ansan City and Hamamatsu City and their participation in the Intercultural Cities network. (Findings) Both cities began accepting foreign workers in the early 1990s in response to labor shortages in manufacturing and subsequently developed local immigration policies to promote social integration. After Hamamatsu City joined the Intercultural Cities Programme in 2017 and Ansan City in 2020, the two cities engaged repeatedly through the network, sharing policy experiences. Their similar immigration contexts facilitated particularly close cooperation within the programme. (Conclusion and recommendations) While Ansan City’s immigration policy initially emphasized the welfare of residents with immigrant backgrounds, participation in the Intercultural Cities network has strengthened its international cooperation dimension. This transformation has been influenced by Hamamatsu City’s experience in framing immigration policy within an international cooperation framework. As a leading local government in South Korea, Ansan City’s policy internationalization may contribute to enhancing the international orientation of immigration policies in other local governments nationwide.

(연구목적) 안산시와 하마마츠시는 한국과 일본에서 지방자치단체 차원의 이민정책 발전을 선도해 온 도시로서, 모두 국제 상호문화도시 프로그램에 가입하여 활발하게 활동하고 있다. 본 연구는 안산시와 하마마츠시가 상호 문화도시 네트워크를 통해 서로의 경험을 공유하면서 협력하고 있으며, 이 과정에서, 안산시의 이민정책이 관내 이민배경 주민 생활･복지에 역점을 두던 방식에서 점차 국제협력을 강화하는 방향으로 확장되고 있음을 밝히는 데 목적이 있다. (연구방법) 본 연구의 주된 연구방법은 문헌연구로, 안산시와 하마마츠시 이민정책 발전과 상호문화도시 네트워 크 참여를 주제로 한 다양한 연구논문, 보고서, 보도자료, 행정통계 등 관련 문헌자료를 수집하고 분석하였다. (연구결과) 안산시와 하마하츠시는 모두 1980년대에 제조업에 종사할 단순노무인력 부족 문제에 직면하였고, 이를 해소하고자 1990년대 초부터 외국인력을 수용하였으며, 관내 이민배경 인구가 증가하면서 내･외국인 사회통합을 위한 지역차원 이민정책을 발전시켰다. 2017년 하마마츠시가 아시아 도시 최초로, 2020년 안산시가 아시아 도시 두 번째로 국제 상호문화도시 프로그램에 가입한 이후, 두 도시는 상호문화도시 네트워크를 통해 반 복적으로 만나면서 서로의 정책과 노하우를 학습하였다. 상호문화도시 프로그램의 다양한 회원도시 가운데, 이 민정책 환경이 유사한 안산시와 하마마츠시 사이에는 특히 긴밀한 협력이 이루어지고 있다. (결론 및 제언) 안산시의 이민정책은 이민배경 주민의 생활복지 측면에서 시작되어서 주민 복지 성격이 강했다. 그런데 상호문화도시 네트워크에 참여하면서 점차 국제협력 성격이 강화되고 있다. 이러한 변화는 상호문화도시 네트워크를 통해 안산시와 노하우를 공유해 온 하마마츠시가 이민정책을 국제협력의 일환으로 시작하고 발전시 켜왔다는 사실이 영향을 미치고 있다. 안산시가 국내 지방자치단체 차원 이민정책을 선도하는 지역이라는 사실 을 고려할 때, 안산시의 이민정책 국제화는 향후 국내 여타 지방자치단체의 이민정책에도 국제화를 강화시킬 가능성이 높다.
