This study aims to analyze the operational issues of Arts Council Korea and to propose measures for its institutional improvement. A mixed-methods approach was employed: the research first used literature review and in-depth interviews with stakeholders to identify core problems, followed by a Delphi survey and Analytic Hierarchy Process (AHP) analysis to develop and prioritize improvement strategies. The results revealed several structural deficiencies in the Arts Council Korea system, including insufficient political independence, an overly complex decision-making structure leading to inefficiencies, inequities in funding allocation, instability in funding sources, and low levels of transparency and accountability. Based on these findings, the study presents a comprehensive set of reform measures to establish an arts support governance aligned with the arm’s length principle. Key recommendations include strengthening the Council’s independence through legal and institutional reforms, enhancing transparency in decision-making and ensuring accountability, securing stable and autonomous funding mechanisms, improving the efficiency and equity of support allocation, and promoting regional cultural autonomy. In conclusion, the policy suggestions from this study provide valuable insights for enabling Arts Council Korea to better balance artistic freedom with public accountability. These reforms are expected to contribute to the sustainable and fair development of the arts support system and to the advancement of cultural policy governance in Korea.

본 연구의 목적은 한국문화예술위원회 제도의 운영 현황과 문제점을 다각적으 로 분석하고 개선 방안을 도출하는 데 있다. 이를 위해 문헌분석 및 관계자 심층인 터뷰를 통한 질적 접근과, 델파이 조사 및 계층분석법(AHP)을 통한 양적 평가를 결합한 혼합연구방법을 적용하였다. 연구 결과, 한국문화예술위원회 제도 운영상 여러 구조적 한계가 확인되었다. 주요 문제로는 정치적 독립성의 미흡, 복잡한 의 사결정 구조로 인한 비효율, 지원금 배분의 불공정, 재원 확보의 불안정, 낮은 수준 의 투명성과 책임성 등이 지적되었다. 이러한 분석을 토대로 팔길이 원칙에 충실 한 예술지원 거버넌스를 구축하기 위한 종합적인 개선 방안이 제시되었다. 핵심 개선 전략으로는 법·제도 정비를 통한 위원회의 정치적 독립성 강화, 의사결정 과 정의 투명성 제고와 책임성 확보, 안정적이고 자율적인 재원 조달 체계 구축, 지원 체계의 효율성과 형평성 제고, 지역 문화자치 활성화 등이 도출되었다. 결론적으로 본 연구에서 제안된 정책 대안들은 한국문화예술위원회가 예술적 자율성과 공적 책무성을 보다 균형 있게 달성하도록 돕는 중요한 시사점을 제공한다. 이는 궁극 적으로 문화예술 지원제도의 지속가능하고 공정한 발전에 기여하며, 문화정책 거 버넌스의 성숙도를 높이는 데 이바지할 것으로 기대된다.
