Purpose: The purpose of this study is to propose field-centered military support system in the event of an Infectious national disaster. Method: Drawing from our experience commanding a unit during the early days of the pandemic, we will examine the role of the military in the field, the cooperation system with each agency (police and fire departments), and the laws and regulations required to perform the mission. We will then propose a direction for the field-centered mission of the Korean military. Result: To carry out such unexpected missions, it is necessary to consider the operational concept, organizational structure, and equipment arrangement. It is also necessary to review and revise agreements, laws, and guidelines for integrated mission execution with local governments and agencies. This will eliminate restrictions on mission execution in advance. Conclusion: The most critical aspect of a national disaster response is handling and addressing the situation directly in the field, where the collective strength should be mobilized to resolve the crisis on-site.

연구목적: 본 연구는 전염병 국가재난 시 우리 군의 현장 중심 임무수행 방향을 제안하고자 한다. 연구 방법: 코로나-19 초기부터의 부대 지휘 경험을 바탕으로 현장에서 군의 역할과 임무수행 과정에서 요구 되는 각 기관(경찰, 소방)과의 협조 쳬계와 법령에 대한 고찰을 하고, 우리 군의 현장 중심 임무수행 방 향을 제안하고자 한다. 연구결과: 이러한 예상외 임무 수행을 위해서는 작전개념, 조직 및 장비 편성을 고려하여, 지자체 및 각 기관과 통합적 임무 수행을 위한 협약, 법령, 지침 등에 대한 검토와 개정을 통해 임무 수행 시 제한사항을 사전에 해소해야 한다. 결론: 재난은 현장에서 조치하고 예기치 못한 상황에 대응하는 것이 중요하며, 현장에서 문제상황을 종결시킬 수 있도록 전 역량이 집중되어야 한다.
