This study empirically examines the impact of public rental housing supply on youth population inflow by applying various panel regression models to panel data covering 17 metropolitan and provincial regions in South Korea from 2015 to 2023. The analysis reveals that Happy Housing has a statistically significant positive (+) effect on youth net migration across all models, confirming its role as an effective policy instrument for attracting young people to local areas. In contrast, Jeonse rental housing shows no statistically significant effect and mostly exhibits negative (-) coefficients, indicating its limited policy effectiveness. The number of manufacturing establishments has a significant negative (-) effect with a one-period lag, while the youth employment rate and urban area per capita show significant positive (+) effects--he latter in both current and lagged periods. These findings suggest that rigid and low-wage industrial structures drive youth outmigration, whereas the expansion of quality employment opportunities, appropriate urban density, and well-balanced living infrastructure promote youth inflow. Therefore, policies aimed at increasing youth inflow should adopt an integrated approach that simultaneously considers housing, employment, industry, and urban environmental factors, rather than focusing solely on housing supply.

본 연구는 청년임대주택 공급이 청년 인구 유입에 미치는 영향을 실증적으로 분석하기 위해 전국 17개 시도를 대상으로 9년간(2013~2021)의 패널 데이터를 구축하고, Pooled OLS, 고정효과(FE), 임의효과(RE) 모형을 포함한 다양한 패널 회귀모형을 적용하였다. 분석 결과, 행복주택은 모든 모형에서 청년 순이동에 통계적으로 유의한 양(+)의 영향을 미치는 것으로 나타나, 청년층의 지역 정착을 유도하는 효과적인 정책 수단임이 확인되었다. 반면, 전세임대주택은 임의효과모형에서 음(-)의 영향을 나타내고 있어 정책 효과가 제한적인 것으로 나타났다. 또한 지역의 제조업체 수는 청년 유입에 유의미한 양의 영향을 미쳐, 산업 기반이 청년 이동에 중요한 역할을 하는 것으로 분석되었다. 이러한 결과는 청년임대주택 정책이 공급 방식, 입지 특성, 지역 산업 인프라 등과 종합적으로 연계되어야 효과를 극대화할 수 있음을 시사한다.
