This study aims to develop sustainable development indicators and propose a priority ranking for aging industrial complexes and their surrounding urban areas throughout South Korea. The study's scope includes industrial complexes established over 20 years ago. To determine the importance of hierarchical factors, we surveyed experts in the industrial and urban/regional planning sectors. Based on the importance analysis of sustainable development indicators for aging industrial complexes, factory utilization rate and productivity in the industrial vitality sector were rated as the most critical factors. These findings highlight the necessity of both expanding the production activities of resident companies and promoting regional innovation and R&D to enhance the competitiveness of these aging complexes. The indicators developed in this study will be instrumental in assessing the current status of aging industrial complexes and their surrounding regions. This will contribute significantly to the government's efforts to create a sustainable regeneration project evaluation system and to prioritize policy decisions that will play a vital role in the sustainable development of these areas.

산업구조의 고도화, 신재생에너지 전환, 스마트 산업단지 전환 등 급변하는 환경에 따라 산업단지는 노후화되면서 기반시설의 악화, 청년들의 근로 기피, 문화·편의 시설의 부족 등 경쟁력이 약화하고 있다. 산업단지는 지역의 경제성장과 국가 산업 발전을 이끌어가고 있으므로 노후 산업단지의 경쟁력 회복과 지역경제 활성화를 위해 지속가능한 노후 산업단지 발전은 중요하다고 할 수 있다. 따라서 노후 산업단지와 지역이 각자 발전하는 것이 아닌 상호 연계하여 노후 산업단지와 지역의 혁신적인 발전이 필요하다. 본 연구는 노후 산업단지 지속가능성을 위해 계층모형 구성 및 지속가능발전 지표개발과 우선순위 제시를 목표로 한다. 공간적 범위는 전국 산업단지 중 조성된지 20년 이상의 노후산업단지와 그 주변·도시 지역이다. 노후 산업단지 지속가능성발전 지표는 산업 및 도시·지역 분야의 전문가를 대상으로 계층별 요인의 중요도를 분석하였다. 노후 산업단지와 주변·도시 지역을 연계하여 계층모형 및 세부지표를 개발하고 지표 간 가중치를 설정하여 중요도 및 우선순위를 도출하였다. 본 연구를 통해 도출된 지표는 노후 산업단지와 주변·도시 지역의 현황을 파악하여 정부의 지속가능한 노후 산업단지재생사업 평가체계 개발과 정책의 우선순위 결정에 기여 할 것이다. 또한 노후 산업단지 및 주변·도시 지역의 지속가능한 발전을 위해 중요한 역할을 할 것이다.
