The Special Economic Zone for Specialized Regional Development (SEZ-SRD) was established as a policy instrument to promote regional economic growth and balanced development through locally specialized projects. This study seeks to move beyond output-oriented evaluations by empirically assessing whether the SEZ-SRD has substantively contributed to regional economic performance. Using satellite-based nighttime light data as a proxy for regional income, the analysis employs a difference-in-differences (DID) model combined with an event study framework. The findings demonstrate that the designation of SEZ-SRDs exerted consistently positive effects on regional economic growth. Furthermore, the effects did not emerge immediately but gradually intensified over the medium to long term, becoming particularly pronounced after 11 years of designation. These results suggest that, as a regulation-based and place-oriented policy, the SEZ-SRD requires a substantial time horizon before generating discernible outcomes. The study contributes to the literature by providing quantitative evidence of the substantive effects of the SEZ-SRD policy.

지역특화발전특구는 지역의 특화사업을 통해 지역경제 활성화와 균형발전을 도모하기 위해 도입된 제도이다. 본 연구는 기존 산출 중심 평가의 한계를 넘어, 해당 제도가 실제로 지역경제 성장을 촉진했는지를 검증하고자 하였다. 이를 위해 인공위성 야간조도를 지역소득의 대리변수로 활용하고, 이중차분법과 사건사 분석을 실시하였다. 분석 결과, 지역특구 지정은 인과적으로 지역경제 성장에 긍정적 효과를 보였으며, 단기간보다는 중장기적으로 점진적으로 강화되는 것으로 나타났다. 특히 지정 11년 이후 효과가 두드러졌는데, 이는 규제 특례 중심의 제도가 일정 기간 경과 후 성과를 발휘함을 의미한다. 본 연구는 지역특구 정책의 실질적 효과를 계량적으로 규명하였다는 점에서 의의를 가진다.
