Recognizing urban shrinkage due to population decline as a new normal, recent research has increasingly focused on regional system transformation. The purpose of this study is to explain regional growth in South Korea during the era of population decline, by utilizing the concepts of Low-Density Economies and Borrowed Size. Using data at the district(si-gun) level, the study empirically analyzes the multi-dimensional typology and spatial patterns in South Korea. The findings reveal that regions characterized by low-density economies are classified into heterogeneous clusters. In addition, the spatial analysis of Borrowed Size showes that HH clusters are predominantly concentrated within the Seoul Metropolitan Area. In contrast, LL clusters where the agglomeration shadow occurred corresponded to areas designated as population decline regions. Specifically the analysis reveals that while some regions benefit from Borrowed Size, others are trapped in an agglomeration shadow, characterized by an over-reliance on central cities that hampers independent regional development. The study also suggests that regional strategies are required for the Non Seoul Metropolitan Area to extend their own agglomeration benefits to surrounding peripheries.

도시·지역계획 분야에서는 인구감소로 인한 도시축소를 뉴노멀로 이해하고 지역체계 전환에 대한 연구가 진행되고 있다. 본 연구는 인구감소 시대의 우리나라 지역 성장을 저밀도경제 및 차용규모 개념을 설명하고자 하였다. 이를 위해 전국 162개 시·군을 복합적인 지표를 활용하여 유형화하고 공간적 패턴을 분석하였다. 구체적으로 주성분 분석을 통해 지역 군집요인을 도시집중요인, 고용흡수요인, 변동성요인, 잠재전환요인의 네 가지로 도출하였다. 이를 바탕으로 총 6개 지역 유형을 도출하였다. 지역 유형화 결과, 저밀도경제 지역은 3개의 이질적인 군집으로 구분됨을 확인하였으며, 이는 이들 지역을 획일적인 범주로 간주하고 단인 접근을 시도하는 것을 경계해야 함을 시사한다. 저밀도경제를 정태적 상태가 아니라 네트워크 연계를 통해 지속적으로 조정되는 동태적 메커니즘으로 해석하고, 차용기능과 차용성과 차원에서 공간적 패턴을 확인하였다. 차용규모의 공간적 패턴을 분석한 결과, 차용규모의 핵심 공급자 지역은 수도권에 형성되었으며, 집적의 그림자가 발생하는 지역은 인구감소지역으로 지정된 곳에 해당하였다. 또한, 지방 도시들에서는 차용규모가 제한적인 형태로 작용하여, 이들 지역의 차용규모를 확대할 수 있는 전략 모색이 필요함을 제시하였다.
