This study proposes an integrated analytical framework combining Enterprise Architecture (EA) and publicness theory to address conceptual ambiguity and structural weaknesses in Korea’s public mobile app management system. Using reconstructed panel data from 2017–2024, the study identifies major data quality issues—including missing unique identifiers, inconsistent launch years, and discontinuous disposal records—indicating weak alignment across business, data, and application architecture layers. Publicness elements such as provider responsibility, service accessibility, and public value orientation were also found to be inconsistently represented in the dataset. Based on these findings, the study suggests improvements including redefining public app categories, establishing lifecycle- based management, and standardizing metadata structures. The results provide structural and value-oriented implications for enhancing the quality and accountability of public digital services.

본 연구는 공공앱의 개념적 모호성과 관리체계의 구조적 취약성을 해결하기 위해, 엔터프라이즈 아키텍처(EA)와 공공성 이론을 통합한 분석틀을 제시하고 성과관리 자료(2017–2024)를 기반으로 공공 앱 관리체계를 진단하였다. 분석 결과, 고유 식별자 부재, 개시연도 불일치, 폐기 기록의 비연속성 등 구 조적 데이터 품질 문제가 확인되었으며, 이는 비즈니스· 데이터· 애플리케이션 계층 간 정합성 부족에서 기인하는 것으로 나타났다. 또한 제공주체· 제공형식· 서비스 목적 등 공공성 요소가 자료 구조에서 일 관되게 반영되지 못하였다. 본 연구는 공공앱 정의 재정립, 라이프사이클 기반 관리체계, 메타데이터 표 준화 등 개선방안을 제시하며, 공공 디지털서비스 품질 향상을 위한 구조적 근거를 제공한다.
