This study aims to provide foundational data for the effective design and implementation of customized Neulbom School programs for lower-grade elementary students and to derive practical operational strategies that reflect field-level needs. To achieve this, a survey was conducted targeting teachers and after-school care instructors currently operating Neulbom programs, focusing on satisfaction levels, student responses, program structure, and improvement needs. The findings indicate a generally high level of satisfaction with the program, especially regarding activity-centered content, the deployment of specialized instructors, and the program’s ability to engage student interest. However, several operational limitations were identified, including difficulties in securing instructional hours, imbalances in the supply of instructors, and a lack of adequate physical space. Furthermore, the necessity for playand experience-based, integrative programs tailored to the developmental characteristics of lower-grade students and the specific educational conditions of each region was strongly emphasized. In response, this study presents policy-level recommendations and field-based implementation strategies to prepare for the future expansion of Neulbom programs. This research serves as a foundational resource for enhancing the quality and sustainability of Neulbom School programs and offers a basis for follow-up studies focused on program improvement and long-term application.

본 연구는 초등 저학년을 위한 맞춤형 늘봄학교 프로그램의 효과적인 설계와 실행을 위한 기초자료를 마련하고, 현장 요구를 반영한 실효성 있는 운영 방안을 도출하는 것을 목적으로 한다. 이를 위해, 실제 늘봄학교 프로그램을 운영 중인 교사 및 돌봄교사를 대상으로 만족도, 학생 반응, 프로그램 구성 및 개선 요구 등에 대한 설문을 실시하였 다. 조사 결과, 프로그램에 대한 전반적인 만족도가 높았으며, 특히 체험 중심의 활동, 전문강사 배치, 학생 흥미 유 도 측면에서 긍정적인 평가가 나타났다. 반면, 시수 확보의 어려움, 강사 수급의 불균형, 공간 부족 등의 운영상 한계 도 함께 제기되었다. 또한 초등 저학년의 발달 특성과 지역적 교육 여건을 고려한 놀이 ‧ 경험 중심, 융합형 프로그램 의 필요성이 강조되었다. 이에 본 연구는 향후 확대 시행에 대비한 정책적 지원 방안과 현장 실천 방안의 방향성을 제시하였다. 본 연구는 늘봄학교의 질적 내실화를 위한 기초 자료로서의 의의를 가지며, 프로그램 개선과 지속 운영 을 위한 후속 연구의 기반을 제공한다.
