Recently, drone-filming acts suspected to be espionage by Chinese civilians have been occurring frequently in the country, including the “NIS filming incident”. These series of drone-filming incidents by Chinese nationals are difficult to dismiss as mere isolated episodes. In fact, according to police officials, unauthorized filming of nationally important facilities and military facilities by foreigners (i.e., Chinese) has surged recently in the country, causing substantial risks to national security. Furthermore, when these incidents are considered in connection with China’s 2017 National Intelligence Law, the likelihood increases that these events are pieces of an organized, systematic, and strategic intelligence operation. Chinese tourists and international students can at any time be used as civilian proxies by Chinese intelligence agencies and act as the vanguard of China’s vast state–civil fusion spy apparatus. This paper examines the current state and characteristics of this large-scale, Chinese-characteristics (Chinese characteristics) espionage activity that uses drones and civilians. The results of this study indicate that recent unauthorized drone-filming incidents by Chinese nationals should not be understood as individual episodes but rather as part of interconnected and ongoing operations seen within the overall picture. In addition, a more comprehensive and (hoilistic), mid- to long-term, and systematic approach is necessary to counter these Chinese espionage activities, and ultimately counterintelligence efforts should be focused on undermining the efforts to achieve China’s national strategic objectives.

최근 들어 국내에서 중국의 민간인에 의한 스파이 활동으로 의심되는 드론 촬영 행위가 “국정원 촬영 사건”을 포함하여 빈번히 발생하고 있다. 이 같은 중국인에 의한 일련의 드론 촬영 사건들은 단순한 개별적 인 에피소드로 치부되기 어렵다. 실제로 경찰 관계자에 따르면, 외국인(즉 중국인)의 국가중요시설 및 군사시설 무단 촬영 행위가 최근 국내에서 급증하고 있으며, 이로 인해 국가 안보에 상당한 위험이 초래되고 있다. 더욱이 중국의 2017년 ｢국가정보법｣의 존재와 연계해서 이 같은 일련의 사건들을 추론해 보면, 더욱 이 같은 사건들이 어떤 조직적, 체계적, 전략적 첩보활동의 퍼즐 조각들일 개연성을 높인다. 중국인 관광객과 유학생 등은 언제든 중국 정보기관의 민간 프락시(proxy)로 활용될 수 있고 중국의 거대한 국가- 민간 융합 스파이 체계의 첨병으로 활동할 수 있다. 이 글은 이 같은 중국의 드론과 민간인을 이용한 거대한 중국 특색(Chinese characteristics) 스파이 활동의 현황과 특성에 대해 살펴보았다. 이 글은 중국의 정보전략과 스파이 활동의 특성들을 추상에서 구체, 거시에서 미시, 일반적 이론에서 구체적 경험의 순서로 분석해 봄으로써 중국인에 의한 드론 무단촬영들이 가질 수 있는 숨은 의미들을 추론해 보았다. 이 연구의 결과에 따르면, 최근 발생하는 중국인에 의한 무단 드론 촬영 사건들은 개별적인 에피소드들로 이해되어서는 안 되며 전체적인 그림 속에서 나타나는 서로 연결되고 계속되는 작전의 일환으로 이해되어야 한다. 또한 이 같은 중국의 스파이 활동에 대해 보다 전일적이고(hoilistic), 중ㆍ장기적이며, 체계적인 접근이 필요하며, 궁극적으로 중국의 국가전략목표의 달성 노력 자체를 와해시키는 방향으로 방첩활동의 포커스가 맞추어져야 한다.
