This study examines the role of social capital in fostering sustainable working conditions for artists and proposes policy directions for restructuring artist welfare policies. Using data from the 2024 Survey on Artists in Busan, the analysis investigates how the three components of social capital—trust, reciprocity, and networks—affect artists’ job satisfaction and policy satisfaction. The results show that social capital significantly influences both types of satisfaction, although through different pathways. Institutional trust and informal network density were more closely associated with job satisfaction, while reciprocity and relational trust had stronger effects on policy satisfaction. These findings suggest the need to move beyond material and institutional support and to incorporate social-capital-based approaches into artist welfare policy. Based on the analysis, the study proposes four policy directions: building a mutual-support ecosystem among artists, strengthening relational trust through fair and safe working environments, enhancing governance between public institutions and artists, and expanding both formal and informal network infrastructures. Such approaches can reinforce artists’ self-sustaining creative capacities and contribute to the long-term sustainability of the regional arts ecosystem.

본 연구는 예술인의 지속가능한 창작 환경을 조성하기 위해 사회적 자본의 역할을 분석하고, 이를 바탕으로 예술인 복지정책의 재구성 방향을 제안하는 데 목적이 있다. 이를 위해 ｢2024 부산광역시 예술인 실태조사｣ 자료를 활용하 여 사회적 자본의 세 요소(신뢰, 네트워크, 호혜성)가 예술인의 직업 만족도와 정책 만족도에 미치는 영향을 검토하였다. 분석 결과, 사회적 자본의 하위 요소들은 두 만족도에 모두 유의미한 영향 을 미쳤으나 작동 경로는 달랐다. 직업 만족도에는 제도적 신뢰와 비공식 네트 워크 밀도가, 정책 만족도에는 호혜성과 관계적 신뢰가 상대적으로 중요한 요 인으로 확인되었다. 이러한 결과는 예술인 복지정책에서 신뢰 구축과 네트워크 활성화 등 사회적 자본 형성을 중요한 요인으로 검토할 필요성을 시사한다. 이를 바탕으로 본 연구는 예술인 간 상호 지원 생태계 구축, 공정한 창작 환경 조성을 통한 관계적 신뢰 강화, 공공–예술인 거버넌스 체계 고도화, 공 식·비공식 네트워크 기반 확장 등을 주요 정책 방향으로 제안한다. 이러한 접 근은 예술인의 자생적 창작 역량을 높이고 지역 예술생태계의 지속가능성을 강화하는 데 기여할 것이다.
