The purpose of this research is to derive innovative Official Development Assistance (ODA) project concepts by integrating a patent information utilization artificial intelligence (AI) with social economy models. The methodology employed in this study involves an initial word frequency analysis conducted through text mining of field-specific programs outlined in the Korea International Cooperation Agency (KOICA) national support plan. This process facilitates the extraction of the most frequently occurring word configurations for each designated field. Subsequently, these identified word configurations are inputted into an AI system (felo.ai) linked to the Google Patents database. The search parameters are primarily focused on Korean patents filed prior to December 31, 2004. Furthermore, the retrieved patent numbers are then processed by a patent information utilization AI (app.idea-flow.ai) to generate concrete business ideas. The final stage of the research involves the examination and presentation of a social economy model deemed suitable for each of the generated business ideas. The findings of this research include the derivation of social economy model-linked ODA project ideas across a total of nine distinct fields. Notably, social economy model projects with the potential to utilize expired patent rights were identified in four specific sectors: agriculture, forestry, and fisheries; education; industry and energy; and water. In conclusion, this study demonstrates the potential of a novel approach to leveraging expired patent rights in ODA projects through the application of AI. It further suggests the necessity for future research to consider the unique characteristics of individual recipient countries and to incorporate expert evaluation in the project development process.

2023년 한국에서 출원된 특허 수는 243,310건 있었다. 한편 20년의 존속기간 이 지나 매년 5만 건 이상의 특허 등이 소멸되고 있다. 그러나 그 권리가 소멸되었 다고 하더라도 사업화로 이어질 수 있는 고부가가치의 핵심기술이라고 할 수 있 다. 단, 매년 방대한 지식재산(특허, 실용신안 등)이 소위 휴면상태에 들어가 있다 고 하여도 과언이 아닐 것이다. 이와 같은 상황에서 최근 등장한 특허정보 활용 AI 를 통하여 ODA 사업 아이디어를 도출하여, 사회적경제 모델과 접목하고자 하였 다. 구체적으로 KOICA 국가지원계획에 기재되어 있는 9개 분야 총 139개 프로그 램을 대상으로 텍스트마이닝을 실시하여 각 분야마다 고빈도 단어 구성을 추출하 였다. 그리고 각 고빈도 단어 구성에 적합한 한국 출원 특허를 특허 데이터베이스 에서 AI로 추출하였다. 이와 같이 검색된 특허를 특허정보 활용 AI에 입력하여 사 업 아이디어를 생성하였고, 사회적경제 모델과 접목하였다. 그 결과, ODA 무상원 조 농림수산 분야, 교육 분야, 산업/에너지 분야, 물 분야 등에서 소멸된 특허권을 활용 가능한 사회적경제 모델 사업이 도출되었다.
