This paper aims to do in-depth research on the Integrated Cheongju City, which was agreed upon in 2012 and officially declared in 2014 after three failed attempts in 1994, 2005, and 2010. In particular, the Importance and Satisfaction Analysis was conducted to scrutinize the coexisting development plan of Cheongju City and Cheongwon County, since the plan was agreed upon in its fourth attempt and 10 years have passed after the city and county consolidation. The survey was distributed to Cheongju City officials of Level 5 or higher to collect professionals’ opinions. The analysis results reflect the degree of importance and satisfaction by placing different categories in the four divided quadrants. As of 2024, 27 subplans have been completed, 46 are ongoing, and 2 promotion projects are operated among 75 detailed sub-plans of the coexisting development plan. This research presents that various and extensive detailed sub-plans of the coexisting development initiatives worked positively in the consolidation, but some of them also became a financial and administrative burden to Integrated Cheongju City at this current point. This implies that comprehensive support from the central government, detailed plans led by residents, and diverse implementation guarantee devices are essential for successful administrative district integration.

본 연구는 1994년, 2005년, 2010년 세 차례의 시도에서 실패한 후, 2012년 통 합에 합의하고, 2014년 출범한 충북 통합 청주시를 중심으로 한 연구이다. 특히 4 차 청주·청원 통합 과정에서 합의된 상생발전방안에 대해 통합 후 10년이 지난 2024년 현 시점에서 청주시 고위 간부 공무원을 대상으로 당시 통합을 위해 구성 되었던 상생발전방안들에 대한 중요성과 만족도(IPA) 분석을 실시하였다. 분석결 과 중요도와 만족도가 높은 4개 분면에 따라 각 분면별 세부사업을 제시하였다. 75개 상생발전방안 중 2024년 현재 완료 27개 사업, 계속사업 46개 사업, 2개 추 진사업이 운영되고 있는 것으로 나타났으며, 이를 본문에 제시하였다. 본 연구결과는 상생발전방안이 통합에 긍정적 영향을 끼쳤으나, 통합 후 10년 이 지난 시점에서는 재정이나 행정력에 부담을 주는 세부사업이 도출됨에 따라. 향후 행정구역 통합을 위해서는 정부 차원의 지원과 주민주도의 상생발전방안 마 련, 이행 담보 장치가 필요하다는 결과를 도출하였다.
