This study aims to derive policy implications for integrating the social economy into Official Development Assistance (ODA) by comprehensively reviewing the domestic legal framework related to the social economy and outlining the current status of ODA initiatives in this domain. The integration of ODA with the social economy can be approached in two main ways: utilizing existing social economy organizations and introducing social economy systems to partner countries, particularly focusing on the latter as a novel opportunity. This approach opens avenues for introducing and leveraging Korean social economy experiences and systems through the training of local public officials and the incorporation of social economy modules into the curriculum of local universities. Consequently, conducting comparative analyses of local legal systems is poised to emerge as a crucial task for future endeavors in this field.

본 연구는 사회적경제를 ODA에 적용하기 위한 정책적 함의를 도출하기 위해 국내 사회적경제 관련 법제도 체계를 폭넓게 재구성하는 한편, 사회적경제 관련 ODA 현황을 개관하였다. 그 결과, 사회적경제를 활용한 ODA는 사회적경제 ‘조 직’을 활용하는 형태와 사회적경제 ‘제도’를 협력대상국에 소개하고 현지 창업 등 으로 연계하는 형태의 두 가지로 고려될 수 있다고 보았다. 즉, 현지 공무원 연수, 현지 대학들의 사회적경제 창업 교육과정 등에서 한국의 사회적경제의 경험이나 제도를 소개하는 것이 개도국 현지 활용에 중요하게 작용될 수 있다는 것이다. 이 와 같은 관점에서 향후 현지 법제도에 대한 비교분석 또한 중요한 과업이 될 수 있 을 것으로 전망된다.
