This study started in the process of exploring the effectiveness of Korea's international development cooperation projects in the health sector. The purpose of this study is to examine factors that impede the effectiveness of Korea's international development cooperation projects in the health sector and further study ways to provide proper insights In this study, Qualitative Comparative Analysis (QCA) was used to highlight on effective improvements of international development cooperation projects Official Development Assistance (ODA) based on the Korea International Development Cooperation Agency (KOICA)'s health sector evaluation report published in the first half of 2024. The independent variables were set as five variables: appropriateness of project design and composition, project cost efficiency, project period efficiency, achievement of planned output performance goals, and actual sustainability compared to plan. The dependent variable was set as the independent project performance of the recipient country. A set of factors that secure budget execution efficiency based on the results of truth table analysis using the CSQCA program to dichotomize each variable using the QCA method and determine how the combination of individual independent variables affects the dependent variable. In the case of grant aid Official Development Assistance (ODA) among international development cooperation projects, health sector projects must ensure efficiency in the project period and prevent deviation from the planned period to avoid incidental costs and lead recipient countries to independently carry out the project. Therefore, although it is important to secure the other four independent variables, securing the efficiency of the project period is the most important factor.

본 연구는 한국의 국제개발협력사업 보건분야 효과성을 모색하는 과정에서 시 작하였다. 본 연구의 목적은 한국의 국제개발협력사업 보건분야 효과성을 저해하 는 요인을 살펴보고 나아가 효과성 제고 방안을 연구하는 것이다. 본 연구에서는 한국국제개발협력단(KOICA)의 2024년 상반기 발간 보건 분야 평가보고서를 바탕으로 국제개발협력사업 (ODA)의 효과성을 제고하기 위해 질 적 비교방법(Qualitative Comparative Analysis, QCA)을 활용하였다. 독립변수 는 사업설계 및 구성의 적절성, 사업비용 효율성, 사업 기간 효율성, 계획된 산출 물 성과 목표 달성, 계획 대비 실제 지속가능성 총 다섯 가지 변수로 설정하였다. 종속변수는 수원국의 주체적인 사업수행을 변수로 설정하였다. QCA 방법을 활용하여 각 변수의 이분화(Dichotomisation)하고 개별 독립변수 들의 조합이 종속변수에 어떠한 영향을 미치는지 CSQCA 프로그램을 활용하여 진실표 분석을 한 결과를 바탕으로 예산집행 효율성을 확보하는 요소들의 집합을 도출하였다. 국제개발협력사업 중 무상원조(ODA)의 경우 보건 분야 사업은 사업의 기간이 효율성을 확보하여 계획된 기간에서 벗어나는 것을 방지하여야 부대비용이 발생 하지 않아서 수원국의 주체적인 사업수행을 이끌 수 있다. 따라서 다른 네 가지 독립변수를 확보하는 것도 중요하지만, 사업 기간의 효율성을 확보하는 것이 가장 중요한 요소이다.
