This study analyzes the dual structure of discourse that emerges as Hiroshima‘s politics of memory become entwined with postwar Japan's “peace stste” identity. Japan holds both the historical position of a perpetrator of war and the experience of being a victim of nuclear bombing, and these contrasting narratives have been persistently redeployed within Japan‘s diplomatic and security discourse. The study focuses on how the “victim narrative” reshapes or offsets memories of perpetrator responsibility, interpreting this process through the lens of ontological security theory. The study demonstrates that Japan's peace discourse is not just a reflection of historical memory, but the result of ongoing performative efforts to achieve ontological security. This provides a new analytical framework for research on Japanese diplomatic identity, East Asian memory politics, and regional security studies.

본 연구는 히로시마 기억의 정치가 전후 일본의 ‘평화국가’ 정체성과 결합되는 과정에서 나타나는 이중적 담론 구조를 분석한다. 일본은 전범국이라는 역사적 위치와 핵 피해국이라는 경 험을 동시에 보유하고 있으며, 이러한 상반된 역사적 서사는 외교안보 담론 속에서 반복적으로 재배치 되었다. 본 연구는 특히 ‘피해자 서사’가 가해 책임 기억을 상쇄하거나 재구성하는 방식에 주목하며, 이를 존재론적 안보 이론의 관점에서 해석한다. 분석 결과 일본의 평화국가 담론은 단순한 규범적 이상이 아니라, 정체성 불안과 외부 환경 변화 속에서 자신을 정당화하기 위한 정치적 실천이었다. 피해자–가해자 서사는 경쟁하지 않고 공존하며, ‘평화’라는 중심 기표를 통해 봉합된다. 이러한 이중서사는 국제 책임 확대의 과정에 서 다시 재서사화되며, 일본이 군사적 정상 국가화로 이동하는 현재에도 정당화 프레임으로 기 능하고 있다. 본 연구는 일본 평화 담론이 단순한 역사 기억의 반영이 아니라 정체성 안정을 획득하기 위한 지속적 수행의 결과임을 보여주며, 일본 외교정체성 연구와 동아시아 기억 및 안보 정치 연구에 새로운 분석틀을 제시한다.
