This study conducts a comparative analysis of the mechanisms behind senior sports and leisure policies and service delivery systems in South Korea, China, and Japan—three nations that have entered the era of super-aged societies. By examining the key policies and delivery structures in each country, the research aims to identify commonalities and differences, and to propose desirable future policy directions. The study employs a comparative research methodology grounded in reliable and valid public data, empirical evidence, and prior studies. The findings reveal that South Korea benefits from a centrally coordinated planning system, though regional disparities remain significant; China is rapidly expanding its institutional framework, yet lacks internal integration; and Japan has established a sustainable model based on community-oriented delivery systems. This research offers meaningful insights for the development and refinement of senior sports and leisure policies and service delivery systems suited to aging societies, and explores the potential for tailored approaches within the Korean context.

본 연구는 초고령사회로 진입한 한국, 중국, 일본을 대상으로 노인스포츠여가 정책과 서비스 전달체계의 메커니 즘을 비교하는 연구이다. 한·중·일 세 나라의 주요 노인스포츠여가 정책과 서비스 전달체계를 살펴, 3개국의 공통점과 차이점을 도출하고, 향후 바람직한 정책 방향성을 제시하는 것을 목적으로 한다. 연구방법으로는 신뢰성과 타당성을 보장 하는 공적, 실증적 자료와 선행연구들을 바탕으로 비교하는 비교연구방법을 원용하였다. 연구결과, 한국은 중앙정부 주 도의 체계적 계획이 강점이지만 지역 간 편차가 크고, 중국은 급속한 제도 확대가 이루어지고 있으나 제도 내 통합성이 부족하며, 일본은 지역밀착형 전달체계를 바탕으로 지속가능한 모델을 구축하고 있는 것으로 나타났다. 본 연구는 초고령 시대에 걸맞은 노인스포츠여가 정책개발 및 서비스 전달체계 개선을 위한 시사점을 제공하며, 우리나라에 맞는 노인스포 츠여가 정책과 서비스 전달체계에 대한 가능성을 탐색했다는 점에서 그 의의가 크다.
