This study investigates the effect of the Leisure and Sports Characteristic Town Pilot Policy, launched in 2017, on regional entrepreneurial activity in China using the National Enterprise Registration Database and a Difference-in-Differences (DID) approach. The policy significantly increased new firm registrations in pilot areas, with effects strengthening over time. The impact is most evident in industries tied to sports consumption—such as information services, manufacturing, and household services—while real estate and construction show no notable response. Heterogeneity analyses reveal stronger effects in resource-based cities, former industrial bases, and regions with net population inflows. These findings indicate that Leisure and Sports Characteristic Towns serve as platforms for industrial integration and regional transformation and as emerging drivers of entrepreneurship and economic diversification.

본 연구는 중국 공상기업 등록 데이터베이스를 활용하여 2017년에 도입된 여가·스포츠 특색 타운 시범정책이 지 역 창업 활력에 미친 영향을 실증적으로 분석하였다. 분석 방법으로는 이중차분(DID) 모형을 적용하였다. 주요 결과에 따르면, 시범지역의 신규 기업 수는 유의하게 증가하였으며 그 효과는 시간이 지남에 따라 더욱 강화되는 것으로 나타났 다. 특히 정보 서비스업, 제조업, 주민 서비스업 등 스포츠 소비와 밀접하게 관련된 산업에서 정책 효과가 두드러졌으나, 부동산업과 건설업에서는 뚜렷한 반응이 확인되지 않았다. 추가 분석에서는 자원형 도시, 구 공업기지, 인구 순유입 지역 에서 정책 효과가 더욱 크게 나타났다. 이러한 결과는 여가·스포츠 특색 타운이 산업 융합과 지역 전환을 촉진하는 핵심 플랫폼일 뿐만 아니라, 창업 활성화와 지역 경제 다각화를 견인하는 새로운 성장 동력으로 기능함을 보여준다.
