With an intensification of global climate change, the pursuit of carbon neutrality has become a central agenda of international community. Under the global carbon neutrality governance framework represented by the Paris Agreement, countries have been assigned explicit emission reduction responsibilities shaping national policy formulation and implementation. As a medium-level emitter, South Korea has progressively adjusted its policies under the influence of this framework. In his address to the National Assembly on October 28, 2020, President Moon Jae-in officially announced South Korea's commitment to achieve carbon neutrality by 2050 milestone that holds significant implications for both national and global climate governance. This study examines how global carbon neutrality governance has influenced the transformation of South Korea's carbon neutrality policies through a literature-based qualitative approach, tracing their evolution within the broader context of global climate governance. The study findings revealed global carbon neutrality governance has facilitated initial formation of South Korea's environmental governance framework. Secondly, the continued advancement of global carbon neutrality initiatives have clarified and consolidated South Korea's carbon neutrality policy direction. Finally, the excavating of global carbon neutrality governance has accelerated the comprehensive transformation of South Korea's carbon neutrality policy.

지구의 기후변화가 심화됨에 따라 탄소중립의 추구는 국제사회에서 핵심 의제로 부상하였다. 파리협 정을 중심으로 한 글로벌 탄소중립 거버넌스 체계 하에서 각국은 명확한 온실가스 감축 의무를 부여 받았으며, 이는 국가 정책의 수립과 이행 방향을 규정하는 주요 기준으로 작용하고 있다. 중간 수준의 배출국으로 분류되는 대한민국은 이러한 국제적 거버넌스의 영향 아래 관련 정책을 점진적으로 조정 해왔다. 문재인 대통령은 2020년 10월 28일 국회 시정연설에서 2050년까지 탄소중립을 달성하겠다 는 국가적 목표를 공식적으로 선언하였으며, 이는 한국 뿐만 아니라 글로벌 기후 거버넌스 차원에서도 중대한 의미를 지닌다. 본 연구는 글로벌 탄소중립 거버넌스 정책이 한국의 탄소중립 정책 변화에 미 치는 영향을 주요 분석 축으로 설정하였다. 문헌연구 기반의 질적 연구방법을 활용하여, 글로벌 기후 거버넌스의 광범위한 맥락 속에서 한국 탄소중립 거버넌스의 발전 과정을 고찰하였다. 더 나아가 글로 벌 탄소중립 거버넌스 메커니즘이 한국의 정책 변화에 어떠한 방식으로 작용하였는지를 규명하였다. 정책 문헌 분석을 통해 본 연구는 다음과 같은 사실을 발견하였다. 첫째, 글로벌 탄소중립 거버넌스는 한국 환경 거버넌스 체계의 초기 형성을 촉진하였다. 둘째, 글로벌 탄소중립 이니셔티브의 지속적 진 전은 한국의 탄소중립 정책 방향을 명확화하고 제도적으로 공고화하였다. 셋째, 글로벌 탄소중립 거버 넌스의 심화는 한국 탄소중립 정책의 포괄적 전환을 가속화하였다.
