The Korea Coast Guard Committee was established in 2019 with the enactment of the Korea Coast Guard Act to realize political neutrality and democratic control. However, five years after its launch, expectations regarding the Committee’s effectiveness within the Korea Coast Guard have not only declined but have also led to widespread indifference toward its operations. To overcome both the negative perception within the organization and the actual functional limitations of the Committee, it is necessary to reexamine its overall governance structure and seek operational principles that can enhance its substantive role. Accordingly, this study reviews the institutional characteristics of the United Kingdom’s Police and Crime Commissioner (PCC) and Police and Crime Panel (PCP), as well as the Los Angeles Police Commission (LAPC) in the United States, which are recognized as advanced models of police oversight. The analysis reveals that the UK’s PCC and PCP systems secure the democratic legitimacy and independence of police administration through direct elections and parliamentary oversight mechanisms, while the LAPC enhances transparency and accountability through a consensus-based civilian commission and an independent inspector general system. Therefore, the governance models of Anglo-American police committees provide meaningful implications for transforming the Korea Coast Guard Committee from a merely advisory body into a more functional and independent institution.

해양경찰위원회는 2019년 ｢해양경찰법｣제정과 동시에 정치적 중립성과 민주적 통제를 실현하고자 마련되었다. 그러나 해양경찰위원회 출범 후 지난 5년간 해양경 찰 내에서는 위원회 운영에 대한 기대감 저하를 넘어 무관심에 가까워지고 있다. 이 러한 상황에서 위원회에 제기되고 있는 실질적 한계를 극복하기 위해서 제도 전반의 문제를 재검토하고, 실질적 위원회 기능을 보장하기 위한 운영 원리를 모색할 필요 가 있다. 이에 본 연구는 경찰위원회의 선진적 발전을 이끌고 있는 영국의 경찰및범 죄위원회(PCC)·경찰및범죄심의회(PCP)와 미국 로스앤젤레스 경찰위원회(LAPC)의 제도적 특성을 검토하였다. 분석 결과, 영국의 PCC·PCP 제도는 주민 직선제와 의회 형 감시체계를 통해 경찰행정의 민주적 정당성과 독립성을 보장하고 있으며, 미국의 LAPC는 민간위원 중심의 합의제 기구와 독립 감찰관 제도를 통해 투명성과 책임성 을 강화하고 있음을 확인하였다. 이러한 관점에서 영미법계 경찰위원회의 거버넌스 모델은 해양경찰위원회가 단순 자문기구를 넘어 실질적 위원회 기능을 갖추고 발전 할 수 있는 여러 시사점을 제공한다.
