The purpose of this study is to suggest appropriate management measures for growth management planning zones in an era of population decline and urban contraction. The results of the study are as follows. First, when examining changes in population, land prices, and the number of buildings by type of growth management planning zone, it is found that a growth management planning zone is designated if it is related to one or more of these indicators. Second, when examining population changes by type of growth management planning zone, population and land prices decreased or declined in general growth management planning zones, where activity restrictions are strengthened. However, the number of buildings increased during the same period. Third, considering that non-urbanized areas are regions where natural landscape preservation, good farmland, and mountain protection must be actively implemented, it is necessary to reconsider the phenomenon of a rapid increase in the number of buildings in non-urbanized areas under the name of growth management planning zones.

본 연구는 인구감소·도시축소시대에 있어 성장관리계획구역에서의 성장관리지표의 변 화를 살펴보고, 바람직한 성장관리계획구역 관리 방안을 제시하고자 하였다. 연구 결과는 아래와 같다. 첫째, 성장관리계획구역의 종류별로 인구 및 지가, 건축물 수 변동 등을 살펴 본 결과, 이들 지표 중 하나 이상과 관계가 있으면 성장관리계획구역이 지정되고 있다. 둘 째, 성장관리계획구역의 종류별로 인구 변화 등을 살펴본 결과 행위제한이 강화되는 일반 형 성장관리계획구역에서 인구와 지가는 감소 내지는 하락하였다. 그러나 같은 기간 건축 물 수는 증가하였다. 이는 유도형 성장관리계획구역과 달리 건축물의 신축이나 용도변경 이 억제되는 일반형 성장관리계획구역에서의 현상이라 보기 어려운 것으로 일반형 성장관 리계획구역에 대한 관리가 시급함을 시사한다. 셋째, 비시가화지역은 자연경관 보호, 양호 한 농경지 및 산지보호 등을 적극적으로 이행해야 되는 지역임을 고려해 볼 때 비시가화지 역에 성장관리계획구역이라는 명목으로 건축물 수가 급격히 증가되는 현상에 대해서는 재 고할 필요가 있다.
