The death of Marine Corporal Chae on July 19, 2023, revealed critical deficiencies in the Republic of Korea Armed Forces’ internal safety management system and significantly eroded public trust in the military. In this context, the present study analyzes media coverage to examine public discourse on barracks safety and identify the evolving perceptions of national sentiment. Based on these findings, the study aims to propose a strategic direction for cultivating a safety culture that aligns with public expectations and to establish policy criteria for objectively assessing the level of trust in the military. To achieve these objectives, a total of 1,044 news articles published between July 19, 2023, and July 31, 2024, were collected and empirically analyzed using text mining and social network analysis techniques. The analysis yielded three major implications. First, transparent and sincere communication with the public is essential for restoring trust. Second, the chain of command must be clarified, and the institutionalization of an independent investigative body is required. Third, systematic preventive measures and legal frameworks should be translated into legislative action. This study provides empirical evidence that can serve as a foundation for developing effective policies aimed at enhancing the military’s safety culture and rebuilding public trust.

2023년 7월 19일, 해병대 채상병 사망사건을 계기로 드러난 군 내부의 안전관리 문제와 국민 신뢰가 훼손된 현 상황에서 본 연구는 언론보도를 분석하여 병영 안전에 대한 국민적 담론을 파악하고, 이를 통해 변환된 국민 인식에 부응할 수 있는 안전 문화 방향성과 실행 전략을 제시하고, 군에 대한 신뢰 수준을 객관적으로 가늠할 수 있는 정책적 기준을 마련하 고자 한다. 이를 위해, 해병대 채상병 사망사건이 발생한 2023년 7월 19일부터 사고 후 1년이 지난 2024년 7월 31일까지의 주요 언론에 보도된 총 1,044건의 데이터를 수집하여 텍스트마이 닝 및 사회연결망 분석 기법을 활용해 실증적으로 분석하였다. 분석 결과 첫째, 국민과의 신뢰 회복을 위한 투명하고 진정성 있는 소통이 필요함이 요구 되었고 둘째, 지휘 체계의 명확화 및 독립적 수사기구의 제도화가 요구되었으며 셋째, 제도 적 재발 방지 대책과 법적 지원 등이 입법으로 이어져야 한다는 시사점을 도출하였다. 본 연구는 군의 안전 문화 개선과 국민 신뢰 회복을 위한 정책 수립에 기여 할 수 있다.
