This study aims to diagnose the structural limitations of the Army's new recruit training system in a rapidly changing future defense environment and explore ways to address them. To achieve this goal, we analyzed the changing future defense environment, focusing on three factors: the rapid decline in conscripts, the military proliferation of cutting-edge technologies related to the Fourth Industrial Revolution, and North Korea's military innovation. The results revealed that the existing short-term, intensive, analog training system is inadequate to effectively address the future battlefield environment driven by cutting-edge technology. Therefore, this study proposed transforming the Army's new recruit training system into a digitally-based, smart training system focused on qualitative combat capabilities. Specifically, we proposed extending the training period from five to eight weeks and restructuring the curriculum into a modular system comprised of basic and smart modules. Furthermore, we proposed strengthening the smart instructor system and value-based mental training, along with the establishment of a smart training infrastructure. This study is significant in that it presents policy directions for achieving a smart and strong military by fostering a small, elite force of smart warriors, rather than simply training troops.

본 연구는 급변하는 미래 국방 환경 속에서 육군의 신병 교육체계가 당면한 구조적 한계를 진단하고, 이에 대응하기 위한 발전방안을 모색하는 데 있다. 본 연구의 목적을 구현하 기 위해 병역자원의 급격한 감소와 4차 산업혁명 첨단 기술의 군사적 확산, 북한군의 군사 혁신 등 3가지 요인을 중심으로 미래 국방 환경의 변화를 분석하였다. 그 결과, 기존의 단 기·집중형 아날로그식 교육체계로는 첨단 기술 기반의 미래 전장 환경에 효과적으로 대응하 기 어렵다는 점이 확인되었다. 이에 따라, 본 연구는 육군의 신병 교육체계를 질적 전투역 량 중심의 디지털 기반 스마트 교육체계로 전환할 것을 제안하였다. 구체적으로, 신병 교육 기간을 6주에서 9주로 확대하고 교육과정을 기초 모듈 과정과 스마트 모듈 과정으로 구성된 모듈형 교육체계로 개편할 필요가 있다고 제시하였다. 또한, 스마트 훈련 인프라 구축과 더 불어 스마트 교관 제도와 가치 중심의 정신전력 교육을 강화할 것을 제시하였다. 본 연구는 단순한 신병 양성이 아닌 소수정예 스마트 전사 육성을 통한 스마트 강군 구현 의 정책적 방향성을 제시하였다는 점에서 의의가 있다.
