We propose a new approach to classify the complex and multidimensional characteristics of national entrepreneurial ecosystems. Using data from the Global Entrepreneurship Monitor (GEM) National Expert Survey (NES), we apply the Self-Organizing Map (SOM), a nonlinear clustering technique. Our study introduces a two-pronged framework that separates two perspectives of the entrepreneurial environment: its “absolute level (magnitude)” and its “internal structural pattern.” For the absolute level, we use Min-Max normalization across all data. For the pattern analysis, we apply Z-score standardization to correct country-level response biases. The results show clear clustering patterns related to economic development levels. From the absolute-level perspective, entrepreneurial ecosystems demonstrate continuous characteristics, ranging from less developed to more advanced stages. From the pattern perspective, ecosystems tend to form relatively similar structural archetypes. These findings suggest that using both analytical maps together can help less developed countries design more effective strategies to build and strengthen their entrepreneurial ecosystems.

본 연구는 국가 기업가 생태계의 복잡하고 다차원적인 특성을 유형화하기 위한 새로운 분석 방법을 제안한다. 이를 위해 글로벌 기업가정신 모니터(GEM) 국가 전문가 서베이(NES) 데이터를 활용하고, 비선형 군집화 기법인 자기조직화지도(SOM)를 적용하였다. 연구에서는 기업가 환경의 ‘절대적 수준’과 ‘내부 구조적 패턴’이라는 두 가지 관점을 분리하는 이중 분석 틀을 제시한다. 절대적 수준 분석에는 전체 데이터의 Min-Max 정규화를, 패턴 분석에는 국가별 응답 편향을 보정하기 위한 Z-점수 표준화를 사용하였다. 분석 결과, 각 국가의 경제 발전 수준에 따라 뚜렷한 군집 패턴이 나타났으며, ‘절대적 수준’ 관점에서는 생태계가 저개발에서 고도화로 이어지는 연속적인 특성을, ‘패턴’ 관점에서는 비교적 유사한 구조적 유형으로 수렴하는 경향이 확인되었다. 이러한 결과는 두 분석 지도를 상호 보완적으로 활용할 경우 저개발국가가 기업가 생태계 발전 전략을 더 효과적으로 수립하는 데 도움이 될 수 있음을 시사한다.
