This study analyzed changes in research trends before and after the Sewol Ferry Disaster (2014) and the COVID-19 pandemic (2020) by conducting keyword network analysis and dynamic network analysis of 381 maritime police-related studies published from 2011 to 2025. The analysis of 1,972 keywords divided into three periods revealed that the Sewol Ferry Disaster triggered a paradigm shift in maritime police research, resulting in a dramatic 90.4% decrease in network density and a 24-fold increase in nodes. In contrast, the COVID-19 pandemic demonstrated a gradual evolution, characterized by a 1.5% decrease in density and the emergence of technological innovation keywords. Comparing the network structures across the three periods revealed an evolutionary process: Phase 1 (small-scale, dense), Phase 2 (large-scale, diffuse), and Phase 3 (stabilized, large-scale). The research paradigm evolved in three stages: law enforcement-focused (before the Sewol Ferry Disaster), safety culture-focused (after the Sewol Ferry Disaster), and technological innovation-focused (after the COVID-19 pandemic). This empirical study examined the differential impact of external shocks on academic research fields, finding that domain-specific shocks lead to paradigm shifts, while general-purpose shocks lead to gradual evolution.

본 연구는 2011년부터 2025년까지 발표된 해양경찰연구 381편의 키워드를 대상으 로 키워드 네트워크 분석과 동적 네트워크 분석을 실시하여 세월호 사건(2014)과 코 로나 팬데믹(2020) 전후의 연구동향 변화를 분석하였다. 총 1,972개의 키워드를 세 시기로 구분하여 분석한 결과, 세월호 사건은 해양경찰 연구에 패러다임 혁명을 일 으켜 네트워크 밀도가 90.4% 감소하고 노드가 24배 증가하는 극적 변화를 보였다. 반면 코로나 팬데믹은 1.5%의 밀도 감소와 기술혁신 키워드의 등장으로 특징되는 점 진적 진화를 나타냈다. 3시기 네트워크 구조 비교 결과, 1기(소규모 밀집형) → 2기 (대규모 확산형) → 3기(안정화된 대규모형)의 진화 과정을 확인하였다. 연구 패러 다임은 법집행 중심(세월호 이전) → 안전문화 중심(세월호 이후) → 기술혁신 중심 (코로나 이후)의 3단계 진화 과정을 보여주었다. 이는 외부 충격 사건이 학술 연구 분야에 미치는 차별적 영향을 실증적으로 규명한 결과로, 도메인 특정적 충격은 패 러다임 혁명을, 범용적 충격은 점진적 진화를 야기함을 발견하였다.
